David Allvin<\/strong><\/a> offered a forceful \u2013 and deeper \u2013 explanation for plans to reshape and \u201creoptimize\u201d the service and for why it\u2019s necessary during an appearance Feb. 28 at the Brookings Institution.<\/p>\n<p>\u201cThe strategic environment compels us to do this. Otherwise, we find ourselves in a situation next year, then the year after, and the year after that, where we fall further behind,\u201d he said.<\/p>\n<p>Allvin\u2019s session at the influential think tank was his first since becoming the Air Force\u2019s highest ranking military officer and two weeks since the service\u2019s leadership unveiled a <strong><a href=\"https:\/\/www.af.mil\/News\/Article-Display\/Article\/3674442\/air-force-space-force-announce-sweeping-changes-to-maintain-superiority-amid-gr\/\" target=\"_blank\">broad and ambitious plan to reconfigure the Air Force and Space Force<\/a><\/strong> to better confront China.<\/p>\n<p>\u201cWe assessed that we are really optimized for an era that has bypassed us,\u201d Allvin told the Brookings audience. \u201cThere are still threats from around the world but the pacing threat, the one that could have an existential impact to our nation and our way of life, is one we need to get after.<\/p>\n<p>\u201cWhen we look at the environment we find ourselves in, we say \u2018Ok, if we\u2019re going to build the U.S. Air Force from scratch, what are the attributes you\u2019d want in that air force?\u201d<\/p>\n<p>The changes, grouped under four broad categories \u2013 Develop People, Generate Readiness, Project Power, and Develop Capabilities \u2013 are designed to make the services more modern, more integrated, more agile, and more likely to adapt as needed to new threats without delay.<\/p>\n<p>That means, Allvin said, putting the changes in place as quickly as possible even if it means questions are not fully answered and every possibility understood.<\/p>\n<p>\u201cIt may be unsatisfying to some because we are rolling this out without having a national, signed official document stating what everything will look like,\u201d he said. \u201cBut I do believe that is something we need to embrace as an institution &#8212; as a government &#8212; to be able to solve for agility. Don\u2019t confuse precision \u2026 with accuracy.<\/p>\n<p>\u201cIf you know you\u2019re headed in the right direction and adjust along the way, you get to a better destination,\u201d he said.<\/p>\n<p>Like other senior leaders, especially Department of the Air Force Secretary <strong><a href=\"https:\/\/www.af.mil\/About-Us\/Biographies\/Display\/Article\/2730581\/secretary-of-the-air-force-frank-kendall\/\" target=\"_blank\">Frank Kendall<\/a><\/strong>, Allvin agreed that there is an urgency surrounding putting in place the most substantial change in the recent history of the force and that action must be taken without delay.<\/p>\n<p>\u201cWe feel very confident in the general direction. But we don\u2019t have the final answers and that\u2019s ok. We feel very confident in the direction we\u2019re going,\u201d he said.<\/p>\n<p>Allvin said the changes are designed to ensure the Air Force has an integrated organization, adaptability, and agility and that it can, \u201cseize new technologies rather than contemplate them as they go by,\u201d he said.<\/p>\n<p>\u201cYou want a mission over function focus to understand what\u2019s the best for a true, single air force design. That\u2019s how we came up with these four areas for how we want our Air Force reoptimized,\u201d he said.<\/p>\n<p>Allvin noted that the changes are for the most part \u201cbudget neutral\u201d so they can be designed and put into action without delay.<\/p>\n<p>That reality reflects concerns by Allvin and other senior leaders that budget delays and disruptions by Congress are worrisome.<\/p>\n<p>\u201cThe one thing we really lose is time and our ability to be able to spend our precious resources on things that we depend on in order to keep pace,\u201d Allvin said in response to a specific question about delayed and uncertain budgets.<\/p>\n<p>Despite unanimous agreement among Kendall, Allvin and other senior leaders for the changes and ambitious pace of change, unexpected events are unavoidable.<\/p>\n<p>Allvin experienced that firsthand during his session at Brookings when demonstrators repeatedly interrupted his remarks protesting U.S. policy in Gaza. In several cases they mentioned by name the active-duty Airman Aaron Bushnell who set himself on fire at the Israel embassy in Washington and later died.<\/p>\n<p>Allvin ignored the demonstrators as they were removed but later, in response to a question, called Bushnell\u2019s death \u201ca tragedy\u201d and stated, \u201cwe lost one of ours,\u201d while noting the incident is under investigation.<\/p>\n<div class=\"ast-split ntext breakout \">\n<div class=\"item\">\n<div class=\"body\">\n<section class=\"ast-brandedhr\">\n<div class=\"ast-brandedhr-line\">\n<p>                <title>U.S. Air Force Logo<\/title><\/p><\/div>\n<\/section><\/div>\n<\/p><\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>WASHINGTON (AFNS) &#8212; \u00a0 Air Force Chief of Staff Gen.
