Stefany, ASN (RD&amp;A) Acting, personally recognized top scientists and engineers from across the Department of the Navy (DON) and highlighted their incredible accomplishments.<\/p>\n<p>The award is named after former ASN (RDA) Dr. Delores M. Etter, who delivered a recorded message congratulating the recipients. She encouraged all DON scientists and engineers to continue pursuing innovations that support America&#8217;s fleet and warfighters and to inspire future generations of engineers and scientists for Department of Navy positions.<\/p>\n<p>\u00a0Both civilian and military scientists and engineers in the DON were eligible for these annual awards. All nominations were reviewed and scored by an executive panel. Awardees were in the categories of Emergent Engineers (no more than \u00a0ten years of cumulative experience), Emergent Scientists, Individual Engineers, Individual Scientists, Group of Scientists and Engineers from a single command, and Group of Scientists and Engineers collaborating across the Naval Research and Development Establishment (NR&amp;DE), to include Department of Defense.<\/p>\n<p>Recipients of the ASN (RD&amp;A) Dr. Delores M. Etter Top Scientists and Engineers of the Year Award for 2023 are:<\/p>\n<p>EMERGENT ENGINEERS<\/p>\n<p>\u00b7Dr. Jacob D. Dennis, NAWC Weapons Division<br \/>\u00b7Improved critical elements of the airframe, air inlet, combustor, and other vital flight components for the Navy&#8217;s Supersonic Propulsion-Enabled Advanced Ramjet (SPEAR) project<br \/>\u00b7Mr. David I. Foster, NSWC Carderock Division<\/p>\n<p>\u00b7Developed the baseline Acoustic Trials Measurement System 4 noise-floor requirements, supporting acoustic signature evaluation of the Navy&#8217;s newest ballistic missile submarine, USS COLUMBIA<br \/>\u00b7Mr. Christopher Linko, NAVAIR<br \/>\u00b7Led several tasks to increase windshield and canopy readiness across the<br \/>fleet by approximately 43%, which has had a positive impact on overall<br \/>F\/A-18 A-F and EA-18G readiness<\/p>\n<p>EMERGENT SCIENTISTS<\/p>\n<p>\u00b7Dr. Jeffrey B.
