The partnership, established in 1996, has facilitated over 500 exchanges over two decades with more to continue in the future.

LAS VEGAS –\u00a0The North Carolina National Guard and Moldova were awarded the 2023 Partnership of the Year at the State Partnership Program\u2019s\u00a0annual conference\u00a0April\u00a016-18.<\/p>\n

Brig.\u00a0Gen. Timothy Brower, the National Guard Bureau\u2019s vice director of Strategy, Policy, Plans\u00a0and\u00a0International Affairs, announced the winners for partnership, director\u00a0and\u00a0bilateral affairs officer of the year.<\/p>\n

North Carolina and Moldova\u00a0were recognized\u00a0for their partnership, which began in the mid-\u201990s. The relationship encompasses traditional military-to-military engagements and incorporates a \u201cwhole of government\u201d approach, with active engagement from the North Carolina state government and universities.<\/p>\n

Accepting the award were Maj.\u00a0Gen. Todd Hunt,\u00a0the North Carolina adjutant general; North Carolina Secretary of State Elaine Marshall and Brig. Gen. Sergiu Cirimpei, deputy chief of defense of the Moldovan Army. In a recorded video message, the Moldovan minister of defense cited trust, transparency\u00a0and\u00a0cooperation as the tenets of the successful partnership.<\/p>\n

Army Lt. Col. Mark McEvers, a\u00a0member of the\u00a0North Dakota National Guard, was named SPP Director of the Year.\u00a0North Dakota\u00a0is paired\u00a0with three partner\u00a0nations,\u00a0Ghana, Togo\u00a0and\u00a0Benin.\u00a0The SPP director plans, manages\u00a0and\u00a0coordinates all approved SPP activities, including logistics, resources\u00a0and\u00a0budget, while working with U.S. government agencies and embassy country teams.<\/p>\n

Army Maj.\u00a0Caryolyn\u00a0Ritchey of the Maine National Guard\u00a0was named Bilateral Affairs Officer of the Year for her work in Montenegro.<\/p>\n

\u201cMajor Richley is an outstanding representative of the Maine National Guard and embodies the principles of partnership and excellence, which are the basis of the highly successful Maine-Montenegro State Partnership Program,\u201d said U.S. Ambassador to Montenegro Judy Reinke.<\/p>\n

The BAO is a Guard member from the partnership\u2019s state or territory who works in the partner nation and reports directly to the security cooperation office. Bilateral affairs officers ensure in-country events\u00a0are coordinated, managed\u00a0and\u00a0executed alongside their partner nation counterparts.<\/p>\n

The State Partnership Program began more than 30 years ago with 13 partners and has grown to 106 partner nations.<\/p>\n

The Department of Defense program is administered by the National Guard Bureau and guided by the State Department\u2019s foreign policy goals. It\u00a0is executed\u00a0by the adjutants general in support of the combatant commanders, the U.S. Chief of Mission security cooperation objectives\u00a0and\u00a0the DOD\u2019s strategic objectives.<\/p>\n
