Micheala Cartrette)<\/span><br \/>\n              <\/span><br \/>\n              <a href=\"https:\/\/api.army.mil\/e2\/c\/images\/2024\/04\/26\/a486391e\/original.jpg\" title=\"View original\" target=\"_blank\">VIEW ORIGINAL<\/a><br \/>\n            <\/span><br \/>\n          <\/figcaption><\/figure>\n<\/p><\/div>\n<p>LAS VEGAS \u2013\u00a0National\u00a0Guard members and leaders from partner nations came together last week to participate in the State Partnership Program conference\u2014an annual forum to collaborate about global security cooperation.<\/p>\n<p>With more than 300 people in attendance, the conference balances the strategic importance of the Department of Defense National Guard State Partnership Program with the tactical implementation of troop-to-troop engagements and events.<\/p>\n<p>With\u00a0presenters from organizations\u00a0from\u00a0across the security cooperation field,\u00a0the strategic importance of SPP\u00a0has never been greater, the National Guard\u2019s top general said.<\/p>\n<p>Army Gen. Daniel Hokanson, National Guard Bureau chief, addressed the attendees virtually and\u00a0began by saying, \u201cthe SPP\u00a0is one of my favorite programs because it adds tremendous value to the United States but also\u00a0with\u00a0our allies and partners around the globe.\u201d<\/p>\n<p>The CNGB\u00a0went on to discuss\u00a0SPP growth opportunities,\u00a0specifically\u00a0going beyond traditional military-to-military engagements to finding ways for the SPP to open doors\u00a0leading\u00a0to civilian engagements with universities, agriculture\u00a0and\u00a0climate exchanges, and seeking common ground to learn from each other.<\/p>\n<p>\u201cThe goal is a stable military, but\u00a0also we\u00a0want to focus our efforts\u00a0to\u00a0forge\u00a0economic stability that is always in synch with geographic combatant commanders\u2019 priorities,\u201d Hokanson said.<\/p>\n<p>New to this year\u2019s conference was a\u00a0presentation on public health and how best to implement and collaborate in this area.<\/p>\n<p>Air Force Col. Charla Geist, Global Health Engagement liaison to the Joint Surgeon General, National Guard Bureau, discussed the intersection of SPP engagements and global health priorities.<\/p>\n<p>\u201cMedicine is a \u2018smart\u2019 power,\u201d\u00a0she stated\u00a0and cited several examples of how shared engagements\u00a0for\u00a0medical and trauma training have led to better synchronization across the health domain.<\/p>\n<p>Tactical presentations included\u00a0how\u00a0to best utilize\u00a0monitoring and evaluation tools, reporting requirements,\u00a0career\u00a0field paths for bilateral affairs officers and State Partnership Program directors.\u00a0The SPPDs and BAOs manage and coordinate all approved activities\u00a0including\u00a0logistics, resources\u00a0and\u00a0budgets.\u00a0While BAOs work in the partner nation and report directly to the security cooperation office, many SPPDs are managing multiple\u00a0partner nations\u00a0objectives.<\/p>\n<p>The conference also featured presenters from the Office of the Secretary of Defense for Climate and Women, Peace and Security, U.S. Cyber Command, USAID, and the Defense Security Cooperation Agency.<\/p>\n<p>The State Partnership Program began more than 30 years ago with 13 partners and has grown to 106 partner nations. The Department of Defense program is administered by the National Guard Bureau and guided by the State Department\u2019s foreign policy goals.
