(AFNS)  &#8212; \u00a0<\/strong><\/p>\n<p>Emphasizing themes that are now familiar, Air Force Chief of Staff <a href=\"https:\/\/www.af.mil\/About-Us\/Biographies\/Display\/Article\/108485\/charles-q-brown-jr\/\" target=\"_blank\"><strong>Gen. CQ Brown, Jr.<\/strong><\/a> said in a Sept. 12 speech to an influential audience that the service must continue to change to meet the challenges of today\u2019s complex security environment or \u201crisk losing the certainty with which we have defended our national interests for decades.\u201d<\/p>\n<p><!--media-inline--><\/p>\n<p>Highlighting efforts that have been his focus since becoming the Air Force\u2019s highest ranking military officer, Brown\u2019s remarks to the <a href=\"http:\/\/www.afa.org\/2023-air-space-cyber-conference\" target=\"_blank\"><strong>Air &amp; Space Forces Association\u2019s 2023 Air, Space &amp; Cyber Conference<\/strong><\/a> carried an air of nostalgia given his nomination to be the next chairman of the Joint Chiefs of Staff.<\/p>\n<p>\u201cToday I want to reflect on the journey of the last three years, on our accomplishments (and) how we are accelerating change,\u201d Brown told an overflowing conference hall filled with several thousand Airmen, Guardians, industry leaders, elected officials and others.<\/p>\n<p>He thanked \u201cmy wife of 34 years,\u201d Sharene Brown, and his two sons. \u201cThey never raised their right hand to take an oath but like many family members, they have sacrificed more than we probably realize.\u201d<\/p>\n<p>He credited his parents for providing the \u201cinspiration to join the Air Force,\u201d saying, \u201cfour years in the military wouldn\u2019t hurt me.\u201d He added, \u201cMom and Dad, you were right.\u201d<\/p>\n<p>Most of the speech, however, was dedicated to detailing progress on <a href=\"https:\/\/www.af.mil\/Portals\/1\/documents\/csaf\/CSAF_22\/CSAF_22_Strategic_Approach_Accelerate_Change_or_Lose_31_Aug_2020.pdf\" target=\"_blank\"><strong>Accelerate Change or Lose<\/strong><\/a>, Brown\u2019s 2020 blueprint for the Air Force, which has been characterized by four \u2018<a href=\"https:\/\/www.af.mil\/Portals\/1\/documents\/2022SAF\/FINAL_Modified_Action_Orders.pdf\" target=\"_blank\"><strong>action orders<\/strong><\/a>\u2019 aimed at developing Airmen with the attributes needed for a high-end fight, reducing bureaucracy and streamlining decision-making processes, reshaping the service\u2019s culture and mindset to address strategic competition, and designing the force required for the future.<\/p>\n<p>\u201cThroughout my tenure as Chief of Staff of the Air Force, I\u2019ve been focused on accelerating change,\u201d he said. \u201cChange is a journey, and the journey must continue to ensure we remain the most respected Air Force in the world.\u201d<\/p>\n<p>The goals are to infuse speed, innovation, and efficiencies while fostering collaboration, he said. By example, Brown offered that the service\u2019s official <a href=\"https:\/\/www.af.mil\/News\/Article-Display\/Article\/2581921\/air-force-rewrites-basic-doctrine-focuses-on-mission-command-airpower-evolution\/#:~:text=Doctrine%20represents%20the%20best%20practices,airpower%20and%20the%20Airman&#039;s%20perspective.%E2%80%9D\" target=\"_blank\"><strong>doctrine<\/strong><\/a> was re-written and condensed.<\/p>\n<p><!--media-inline--><\/p>\n<p>\u201cWe took the old doctrine and slashed the length to 16 pages,\u201d he said. \u201cWe included mission command as a key tenet. But a culture of mission command doesn\u2019t just happen because it\u2019s in our doctrine. Airmen and leaders must practice mission command daily, using simple scenarios to build confidence ahead of complex challenges found in combat.\u201d<\/p>\n<p>Brown also emphasized the importance of collaboration.<\/p>\n<p>\u201cWe must collaborate across the Joint Force, interagency, with industry, with our allies and partners. We must be <a href=\"https:\/\/www.af.mil\/News\/Article-Display\/Article\/3098423\/readout-of-us-air-force-chief-of-staff-gen-cq-brown-jrs-global-air-and-space-ch\/\" target=\"_blank\"><strong>integrated by design<\/strong><\/a>, starting at the beginning with the end in mind,\u201d he said.<\/p>\n<p>Brown itemized successes to help Airmen, such as evolving \u201ccommand and leadership selection processes\u201d and changing \u201cenlisted promotions to better value experience,\u201d among others.<\/p>\n<p>\u201cWe have the best Airmen in the world, and we must continually focus on creating an environment where all Airmen can reach their full potential,\u201d he said.<\/p>\n<p>On efforts to reduce bureaucracy, Brown noted that the service\u2019s tattoo policy was relaxed, leading to an average of 1,300 more Airmen a year. And, ongoing efforts to make acquisitions more rapid and maximize multi-year procurement will provide benefits by \u201cmaking sure we can seize opportunities when we see them and giving clear demand signals to industry.\u201d<\/p>\n<p>Of his focus on \u201ccompetition,\u201d Brown said the definition needs to be applied broadly. \u201cCompetition isn\u2019t just about orders of battle, operations, activities, and investments. It is how we accelerate our understanding of our adversaries, how they make decisions through an emphasis on competitive thinking and comparative analysis so that we can better deter and be prepared for conflict.\u201d<\/p>\n<p>In the real world, that means emphasizing <a href=\"https:\/\/www.doctrine.af.mil\/Portals\/61\/documents\/AFDN_1-21\/AFDN%201-21%20ACE.pdf\" target=\"_blank\"><strong>Agile Combat Employment<\/strong><\/a>, or ACE, which uses smaller, nimbler, and multi-capable forces and tactics, and conducting more challenging exercises.<\/p>\n<p><!--media-inline--><\/p>\n<p>Brown harkened toward the implementation of the <a href=\"https:\/\/www.af.mil\/News\/Article-Display\/Article\/2720333\/new-force-generation-model-builds-high-end-readiness-sustainability-for-joint-f\/\" target=\"_blank\"><strong>Air Force Force Generation model<\/strong><\/a>, publication of the <a href=\"https:\/\/www.af.mil\/Portals\/1\/documents\/2023SAF\/Air_Force_Future_Operating_Concept_EXSUM_FINAL.pdf\" target=\"_blank\"><strong>Air Force Future Operating Concept<\/strong><\/a>, and establishment of the Department of the Air Force\u2019s seven <a href=\"https:\/\/www.af.mil\/Portals\/1\/documents\/2023SAF\/OPERATIONAL_IMPARITIVES_INFOGRAPHIC.pdf\" target=\"_blank\"><strong>Operational Imperatives<\/strong><\/a> as evidence of the service\u2019s transition from the present-day force to the force required.<\/p>\n<p>Those achievements are important and necessary but not sufficient, Brown said.<\/p>\n<p>\u201cToday, with the convergence of security challenges impacting the current and future geostrategic environment, change must continue. We\u2019ve changed before, and we can do it again.
