Texas congressman Joaquin Castro is pushing Congress to renounce such moves without Mexico\u2019s full prior approval.<\/p>\n<p>\u201cOver the last several months, Americans have seen an alarming rise in reckless remarks that threaten to normalize the idea of invading Mexico,\u201d he said.<\/p>\n<p>The San Antonio lawmaker, the top Democrat on a subcommittee overseeing Western Hemisphere relations, will file <a href=\"https:\/\/castro.house.gov\/imo\/media\/doc\/no_war_with_mexico_resolution.pdf\">a resolution<\/a> Friday that \u201ccondemns calls for military action\u201d without Mexico\u2019s approval \u2014 a swipe at GOP presidential candidates that makes it unlikely to pass the GOP-controlled House.<\/p>\n<p>The resolution affirms that \u201cany act of aggression on Mexico\u2019s sovereign territory without their consent could be considered an act of war and a violation of international law.\u201d<\/p>\n<p>Mexican President Andr\u00e9s Manuel L\u00f3pez Obrador has made the same point. In March, he dispatched his foreign minister to Washington to declare that \u201cwe will not allow ourselves to be pushed around.\u201d<\/p>\n<p>The talk has escalated since then.<\/p>\n<p>In August, L\u00f3pez Obrador denounced<a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2023\/03\/10\/deadly-kidnapping-fentanyl-crisis-spark-calls-for-us-military-action-against-cartels\/\"> growing calls for military action in Mexico \u201coffensive\u201d<\/a> and disrespectful, downplaying the threats as campaign posturing while emphasizing that any such move would be seen as a provocation that could not go unanswered.<\/p>\n<p>Castro\u2019s resolution would put Congress on record rejecting the use of military force against drug cartels in Mexico without the OK of both the Mexican government and U.S. Congress.<\/p>\n<p>Donald Trump, the front-runner for the 2024 nomination, has vowed to send special forces into Mexico to attack drug lords \u201cjust as we took down ISIS and the ISIS caliphate.\u201d He\u2019s also promised a naval blockade.<\/p>\n<p>His former defense secretary, Mark Esper, recounted in a memoir that as president, Trump wanted to shoot missiles into Mexico to destroy drug labs.<\/p>\n<p>At the first Republican presidential debate in August, Florida Gov. <a href=\"https:\/\/www.dallasnews.com\/news\/politifact\/2023\/08\/31\/desantis-plan-to-send-troops-to-mexico-border-wouldnt-lower-fentanyl-flow-experts-say\/\">Ron DeSantis vowed to send special forces<\/a> into Mexico \u201con day one\u201d with no mention of getting a green light from his Mexican counterpart.<\/p>\n<p>Entrepreneur Vivek Ramaswamy has said he\u2019s fully prepared to send U.S. forces even if Mexico objects.<\/p>\n<p>In a fundraising email Wednesday titled \u201cmilitary force is both legally and morally justified,\u201d he insinuates that Mexico\u2019s president resists a robust U.S. response to drug smuggling because \u201cthe cartels may be \u2026 L\u00f3pez Obrador\u2019s sugar daddy.\u201d<\/p>\n<p>Republicans in both the House and Senate have proposed authorizing military force against drug cartels, including Rep. Dan Crenshaw of Humble, a former Navy SEAL.<\/p>\n<p>The Biden administration has rejected that approach, preferring to treat the drug trade as a law enforcement issue. Public pressure continues to build as the death toll mounts from fentanyl, a powerful synthetic opioid.<\/p>\n<p>\u201cWar with Mexico would cause devastating loss of life and would be disastrous for millions,\u201d Castro said. &#8221; \u2026 This resolution sends a strong message that the United States respects Mexico\u2019s sovereignty and that Congress does not support dangerous calls for war at our southern border.\u201d<\/p>\n<p>Nineteen other Democrats in the House signed onto Castro\u2019s resolution as of late Wednesday.
