Wilcoxen named Picatinny’s third recipient of IMCOM Stalwart Award

PICATINNY ARSENAL, N.J. – Timothy Wilcoxen, U.S. Army Garrison Picatinny Arsenal Security Specialist (Force Protection)/Anti-Terrorism Officer, was recently named a recipient of the 2024 U.S. Army Installation Management Command (IMCOM) Stalwart Award.

The Stalwart Award was approved by the Secretary of the Army in 2003 for IMCOM individuals who have demonstrated the highest standards of performance and significantly contributed to the command’s success and responsibilities.

Stalwart Award evaluation criteria assess a nominees’ contributions and their measurable achievements in IMCOM missions, based on title and industry. Stalwart Award evaluation criteria also consider how the nominees’ colleagues perceive them as a motivating force in the workplace.

“Throughout his career Tim has demonstrated unquestionable loyalty to the Army as both by serving in the military and as a Department of Army Civilian,” said Tammy Mitchell, Director, Plans, Training, Mobilization and Security of her peer’s accomplishment. “His career is a true testament to the meaning of dedication to duty, selfless service, and loyalty to peers. He is a true credit to the Directorate of Plans, Training, Mobilization and Security, United States Army Garrison Picatinny, Installation Directorate – Sustainment, and the United States Army.”

Wilcoxen served 26 years in the Army beginning in June 1986 until his retirement as a First Sergeant in 2012. He then began his civilian career for Installation Directorate – Europe at Ansbach, Germany, from 2012-2023, later arriving at Picatinny Arsenal in February 2023. When he retires later this year, Wilcoxen will have served his country for 39 years.

“Receiving the Stalwart Award as I close this chapter feels profoundly humbling,” Wilcoxen said. “For over 39 years, first in uniform and then continuing to serve as a civilian, the Army has been more than a career – it’s been a calling. The Army gave me purpose, a family, and a life I never imagined. I’ve learned from incredible leaders, fought alongside brave warriors, and strived to give back to the institution that gave me so much. This award isn’t just for me; it represents the dedication and sacrifice of every Soldier and teammate I’ve had the privilege to stand alongside. It’s a testament to the enduring strength of our Army and its people. Thank you.”

Wilcoxen is the third Picatinny Arsenal employee to receive the award in as many years.

Andrew Ciccolella, director of Picatinny Arsenal’s Family and Morale, Welfare and Recreation directorate, became the installation’s first Stalwart recipient in 2022.

Amy Gopel, Picatinny Arsenal’s Army Substance Abuse Program Manager, and Employee Assistance Program Coordinator, was more recently presented with a 2023 Stalwart Award.
