Cumberland County Commissioner (4-year, vote for 2)

What experiences qualify you to hold this office?

The Board of Commissioners oversees the management and policy direction of several dozen departments with many varied functions, large and small.

As commissioner, I have brought an enormous reservoir of management knowledge and experience to the job of managing county government. Drawing on both municipal government experience and years as a business consultant and college management instructor, I have helped steer Cumberland County into our current position among the best county governments in Pennsylvania.

Most importantly, I have never forgotten who we serve or who is paying for the government. While others have played the “go along get along” game, often using (and abusing) the public treasury to reward friends and accumulate political favors, I have remained an “outsider” who is unafraid to question and challenge the status quo to ensure the taxpayer voice is represented first. No party machines control me.

In my tenure, I have gained tremendous specific knowledge of county government and deep, practical experience that will be needed as we enter a difficult and important period for Cumberland County.

As our most experienced commissioner, and one with a demonstrated record of success, I know how to make our government work effectively again, and how to do so without demanding vast new commitments of taxpayer money as other candidates have proposed or enacted.

What makes you the best candidate for this position?

Even more important than the extensive knowledge and experience in my head, is what is in my heart and soul: My independence from the swamp-like collusion that occurs between both political parties and the bureaucracy whose shared concern is to protect their taxpayer-funded pot of gold.

I care enormously about limited but effective government, which I believe means keeping government small and results-focused. Bureaucracies want to grow without limit or accountability. Both parties want to use the county government as their private piggybank, rewarding friends and peddling influence at the taxpayers’ expense.

Being committed to principles over politics-as-usual, allows me to do what too many candidates promise but never deliver — to serve as the eyes and ears of the taxpaying public and be an effective watchdog on how their government spends the public’s resources.

What issues are priorities for you?

Cumberland County continues to be the fastest-growing county in PA, presenting many varied challenges, especially in land use, transportation and competitiveness for jobs of the future. We must carefully manage this growth now, not later, to ensure long-term livability and prosperity.

Addressing these issues will become harder in large part due to the recent backsliding by commissioners into careless and reckless spending without regard for the future beyond short-term popularity.

We can’t manage these challenges if we are broke. Yet, rampant bureaucracy building, short-sighted depletion of county reserves and the recent massive pay raise for county workers have set the stage for major property tax increases very soon, perhaps amidst a recession. This course mirrors the disastrous policies from a dozen years ago that led to a painful county budget crisis and major property tax hike.

Just like before, this was entirely avoidable, but political and special interest pandering and financial ignorance again overruled common sense; amateurish policy choices depleted our finances and have undermined our financial standing. The successful policies that forged our record of nine straight no-property-tax-increase budgets are now on life support, yet county leadership pushes on with its head in the clouds, unable and unwilling to deal with hard facts.

My candidacy offers experience and knowledge that can steer us away from a new budget crisis and the inevitable property tax increases. I want to return us to fiscal stability and effective governance.

What experiences qualify you to hold this office?

I currently serve as an elected Cumberland County Commissioner. I love serving the people of Cumberland. It is an honor and I’m hopeful voters will grant me the privilege of a second term. Covid 19, masking controversies and the 2020 presidential election were some of the challenges of my first year in office — I was forged in fire and I’m ready and willing to take on the challenges and experience the joys of another four years.

I serve as commissioner liaison to the: Western Cumberland Council of Governments; Children and Youth Advisory Committee; Cumberland County Planning Commission; Cumberland County Library System; Local Emergency Planning Committee; Harrisburg Area Transportation Study; and Stop Violence Against Women Task Force. I Co-Chair our Criminal Justice Advisory Board with our District Attorney.

I work with the County Commissioners Association of Pennsylvania Emergency Management and Veterans Affairs Committee; Children and Youth Complex Case Work Group and Human Services Committee.

I serve the Commonwealth of Pennsylvania as a member of the County Records Committee.

I earned a Bachelor of Arts in political science from the Pennsylvania State University. I also have a paralegal certificate from Penn State.

I’ve been employed as a waitress, restaurant manager, paralegal, fitness instructor and mom. As county commissioner, I get to transfer and build on both hard and soft skills learned in these positions. I enjoy flexing my customer service and problem-solving muscles to cut through red tape. I know how to run a business, manage people, consider legal issues and work hard. Most of all, I am accessible and available. This has led to strong relationships with stakeholders across the County. Those relationships are what make my day-to-day work as a Commissioner possible, what enables me to help our neighbors, and what empowers me to get the job done.

What makes you the best candidate for this position?

I’m committed to creating a Cumberland County that is truly a terrific place to live, work and play. I’m an active member of our communities and engaged with our county departments and staff. An active listener, I make it a priority to really hear the residents of Cumberland County. I am dedicated to working with our public and private partners to create a business environment that enhances our quality of life. Cumberland is large and diverse, and as the fastest growing county in the Commonwealth, it is imperative that we have representatives in county government who are committed to overcoming partisan divide and putting residents first. Our county services are not partisan and I will continue to serve everyone in an equal and non-partisan manner.

Prior to joining the Board of Commissioners in 2019, my career trajectory prepared me for this position. From hard skills like budgeting and planning, to soft skills like customer service, leadership, and collaboration, I have a diverse set of skills, coupled with on-the-job experience make me an exceptional county commissioner candidate.

What issues are priorities for you?

Cumberland County commissioners really do two things — we provide human services and we balance the budget. We provide human services such as the 911 system and Public Safety Department , courts and court -elated offices, mental health counseling, children and youth family services, services for people with intellectual and developmental disabilities. We help people who suffer from the disease of addiction. We care for veterans; we deliver fair, accurate and reliable elections. We are a supportive partner to the Cumberland County Library System. We serve people in prison. We help people who are on probation and re-entering our community. We preserve farmland and work to protect our natural resources. The list is long and what I’ve set forth is not everything we do. Most of what we do is mandated by the state. Most of what we do makes Cumberland County an attractive place for people and business. People deserve and need quality human services.

How does the fastest-growing county in the Commonwealth, provide quality services, that the state tells us we have to provide, with state funding that is not keeping pace with our growing population? I see this as the biggest challenge of the next term.

County government is an instrumentality of state and federal government. I’ve spent my first term working on building and fostering relationships and communications with our state and federal partners. I will continue that work in my second term so good things, like funding and assistance, flow to the people of Cumberland.

I am committed to the delivery of fair, accurate and reliable elections and the protection of our Democracy. I will safeguard the fundamental principles of free and fair elections.

I will continue to listen, be accessible and work directly with constituents to solve problems or just be a friend.

John Matthew Smith

My qualification for the office of Cumberland County Commissioner is shaped by a combination of experiences and qualities that uniquely equip me for this role. First, my deep-rooted connection to the community, having lived, worked, and raised a family in Cumberland County for the last 35 years, gives me an intimate understanding of its diverse needs and challenges. My extensive involvement in local civic and community organizations demonstrates my commitment to improving the lives of Cumberland County’s residents. Additionally, my experience as a safety professional, culture builder, and problem solver at United Airlines gives me the leadership, decision-making, and people skills necessary to manage county affairs effectively. Furthermore, my proven track record of collaboration with Hampden Township Commissioners which resulted in three new walking trails showcases my ability to work constructively with others to find solutions that benefit the community. I possess the critical leadership quality of being able to inspire and draw out the best in others. Throughout my entire life, I’ve adhered to fiscal conservatism, and I stand as the viable alternative to the current divisive leadership in Cumberland County. Combined, these experiences make me an ideal candidate for Cumberland County Commissioner, ready to lead with empathy, insight, and dedication.

What makes you the best candidate for this position?

I am an excellent candidate for Cumberland County because I intimately understand the challenges of raising a family here, as I have faced those very same struggles. As a dedicated parent who has navigated the intricacies of this community, I am uniquely positioned to advocate for policies that genuinely benefit families like ours. My commitment to the well-being of Cumberland County residents goes beyond personal experience; it is rooted in a deep and sincere concern for the people who call this place home. Together, we can build a brighter future, one that addresses our shared concerns and ensures a prosperous, family-friendly Cumberland County for all.

What issues are priorities for you?

Ensuring the safety of our children as they navigate congested roads and make their way home is a matter close to my heart. The inadequate pedestrian infrastructure in Cumberland County instills fear in parents when their children venture outside. Having witnessed my parents’ anguish when my brother passed, I am terrified whenever I cannot reach my own kids. So my foremost priority? To spare one set of parents the same heartache that my own parents faced or the grief of the parents of the 13-year-old killed crossing the Carlisle Pike.

I will also renew our county’s commitment to supporting elderly residents by upholding a 200-year tradition, and claw back more than 57 cents for every dollar we send to the state in taxes. I will work to make Cumberland County enticing to young people, breaking the cycle of losing businesses to more liveable communities as we recently lost Rite Aid, Harsco, and more.

Kelly Neiderer

What experiences qualify you to hold this office?

Over the past 3+ years in office, I have learned the operations of the county and have worked directly with many of the department managers on projects. I have a clear understanding of how the county functions internally. I have found numerous failed and neglected policies and procedures that negatively impact the functioning of county government and I have the experience to be able change them.

Because of my 30-year background in banking I understand the financials of the county, the cashflow requirements, and how to manage finances efficiently. As a fiscal conservative, I know how to make every dollar count and I built a career on making effective funding decisions. As an executive, I’ve led large teams of people to accomplish goals and work collaboratively across organizations to get things done. You cannot be successful in business if you do not work with people. Government should not be any different. I have brought a fresh approach to government in my time as treasurer as I do not have a government mindset of “that’s how we’ve always done it”. I like to challenge the status quo and have brought positive changes to the office. I have implemented new technology to make accessing the services of my office easier for residents, while providing excellent customer service. I believe that it is important that an elected official is available to the constituents, and I have worked in my office throughout my entire term. I do not believe in remote work for elected officials. Residents deserve someone that is present daily, interacting with the staff, reaching out to other municipal and local leaders across the county to lead positive change together.

What makes you the best candidate for this position?

I am a lifelong county resident who has chosen to make this part of my life about public service. I am running for the right reason of giving back to the community that has been a wonderful place to live, work and raise a family. I am NOT a career politician who doesn’t understand the real world. Over my career, I have been involved with many business owners and I understand how government can get in the way of their success. My relatives were farmers and I understand the difficulties involved with continuing to farm in the county and the important role that family farms play in our community. I served on the Middlesex zoning board for over 20 years and understand and respect the role of municipal government and the challenges that they face in managing growth.

My background in banking makes it easy for me to understand the complexities of county funding. While in banking I spent countless hours volunteering on boards of nonprofit agencies, so I understand the social service needs of the county, and I know how to work with them. I am passionate about collaboration and feel strongly that government is for the people and you can only do that if you engage with the people! I believe that government should be fully transparent in its actions and I will bring that to the board as it has been lacking.

What issues are priorities for you?

•We need to be more proactive with our planning to manage the growth that the county is going to continue to experience. To do this will require collaboration and an ability to build relationships with municipal officials and officials from neighboring counties. It will require commissioners that can engage positively with the business community, non-profit organizations, and state agencies so that the best possible solutions can be put into place.

•Financial accountability is extremely important to me. I am concerned about our current budget deficit that is being covered by surplus federal funds. This cannot continue indefinitely. Additionally, I want to protect the remaining funds from the sale of Claremont Nursing Home. With an expanding aging population, increased housing and medical costs, we need to develop a plan for providing services to this population and these funds need to be retained for that specific purpose.

•We need to look critically at all departments of the county and evaluate if they can be structured more efficiently to keep taxes low. This involves finding new ways to use technology to make delivery and access to services easier for everyone.

•I am concerned about the emergency responders in our communities and the ability for our fire companies to continue operations. Volunteerism is declining and the costs of operations are increasing.

•It is my goal to bring more transparency to the actions of the board of commissioners. Every public meeting should be livestreamed, and we need to improve our outreach to the community for input. I am committed to being active in the community, listening to concerns that residents share, and looking for ways to find new solutions to the problems that we face.

Camp Hill Borough Council (4-year, vote for 3)

Andrew McKeon

What experiences qualify you to hold this office?

My current employment is very intensive in logistics, forecasting, and planning, among other relevant items. I come from a business background in college, where I had experience leading many successful projects. Additionally, I’ve done freelance writing in the past, which should be useful as a Borough Council member.

What makes you the best candidate for this position?

My versatility and personability would be immediate upgrades to the current make-up of the council. As it stands right now, the council is, unfortunately, an echo chamber that seems to be sorely missing representation from from people like me. As a 26-year-old, I offer the lived experience of someone who is both a tax-paying adult concerned about the current state of things, and a young man who wishes to see the best possible future for everyone.

What issues are priorities for you?

Frivolous spending and resident sentiment towards the council. The sign ordinance and subsequent lawsuit is a microcosm of both of these issues. Pursuing an appeal of the Camp Hill sign ordinance was the proverbial cherry on top in terms of the council spending the borough’s money on something that seemed to be the concern of the council itself, not necessarily Camp Hill as a whole. This action, among other things, has greatly soured resident sentiment towards the members of the council. Whatever the post-election Council looks like, steps must be made to restore confidence among Camp Hill residents.

Luisa Lassova

What makes you the best candidate for this position?

My name is Luisa Lassová and I’m a candidate for Camp Hill Borough Council.

My family and I have lived in the borough since 2014 and our son graduated from Camp Hill High School in 2021. When we moved to the area, we specifically chose Camp Hill because of its bikeable and walkable nature. It was such a pleasant sight to see kids roaming freely around town, without the need to be driven everywhere by their parents.

Professionally, I’m trained as a chemist and have most recently worked for the Pennsylvania Department of Environmental Protection.

In the past few years, I have been very active in bicycle and pedestrian advocacy and trail building. Some of you might already know me from my work with Bike Camp Hill and Friends of the Conodoguinet Greenway.

What issues are priorities for you?

If elected, I plan to work on maintaining and improving the Borough’s walkability and bike-friendliness and implementing the goals of the recently passed Camp Hill Climate Action Plan. I’m also interested in waste & recycling, stormwater, and the Shade Tree Commission. While environmental advocacy is my main passion and expertise, I’m also looking forward to getting involved in all other aspects of municipal government.

Reed Nixon

What experiences qualify you to hold this office?

As a Politico (one who studies and follows politics closely), I’ve read many if not all the founding political books including but not limited to Frederick Bastiat’s The Law, Wealth of Nations, Democracy in America, the Federalist papers, on Liberty.. to the antithetical of American society, Karl Marx’s Communist Manifesto, Marxism By Thomas Sowell, and “The case against socialism” just to name a few.

What makes you the best candidate for this position?

Right now, in Camp Hill Borough, an individual citizen (D. U.) is being charged with a felony — minimum three and a half years in jail — for mowing grass! You read that correct, NOT damaging property or anything of the like, MOWING GRASS!

Collectivists have always and will always oppress the individual for the thought of a good for the collective. 100 million lives were lost last century to this terrible and ignorant ideology, yet still stubbornly it prevails.

There are NO rights that don’t stem from individual rights. Yet the modern left (democrats/“liberals”/collectivists) deny these truths, that’s why they charged my neighbor (without warning, written or verbal, fine nor citation) with FELONY on FIRST interaction.

FOR SHAME. (He is accused of mowing grass on public land… Like Forrest Gump did.)

What experiences qualify you to hold this office?

I have been an attorney for over 30 years. As such, I work with a variety of different people. I was very active in my daughters’ grade school in the PTO and ran the school fundraiser “Springfest” for several years with a team of parents. I am eager to learn how to help Camp Hill Borough residents.

What makes you the best candidate for this position?

I am experienced working with all kinds of people and I am a consensus builder. I am open to all viewpoints and will learn all I can about an issue before forming an opinion. I am willing to help my Camp Hill community as best as I can.

What issues are priorities for you?

I would like to keep taxes as low as possible. I would like to keep Camp Hill Borough as a great place to live and raise children. There is a great community here and I would like to get to know more of my fellow residents.

Thomas E. Fink

What experiences qualify you to hold this office?

I have served as co-chair of the Camp Hill Democrats, currently am on the PA State Democratic Committee, and am actively involved in community service and political activities. As a psychologist with a long career in both the public and private sectors, I am sensitive to the needs of community residents and am familiar with how to work in a bipartisan fashion on projects and activities that impact the Camp Hill community.

What makes you the best candidate for this position?

I have good interpersonal communication and relationship skills, a commitment to community service and, as a partially retired psychologist, now have time and energy to devote to community service.

I have a commitment to a bipartisan approach to issues and I know how to work across the aisle with Republicans.

My interest in environmental issues is very important in view of the increasing threats to our environment caused by global warming. As a nation and an interconnected world, we are at a critical point in our efforts to manage climate change. My interest in this area reflects what should be a priority concern in all our communities.

What issues are priorities for you?

1. Local environmental action to combat global warming and climate change. Much of what needs to be done (transitioning from fossil fuels, recycling, etc.) is done locally. The Camp Hill Borough has a new Climate Action Plan that outlines a number of voluntary actions to be considered by Camp Hill residents and businesses. I am interested in the implementation of that plan, which will require a good deal of community education and support.

2. I am interested in maintaining and improving the walkability and safety of our community, which has the last school district in the state that doesn’t bus its students.

3. I am interested in the fair and consistent application of zoning regulations, particularly to ensure that houses and properties in the borough are properly maintaned, particularly for nonresident property owners.

4. I plan to strongly support our local fire and police departments, which provide important community services.

Tim Jackson

What experiences qualify you to hold this office?

I have broad experience within the Borough of Camp Hill that I think would be beneficial to this position. I’ve spent the last half of a decade partnering with the mayor and the chief of police seeking accountability and change as it pertains to the processes and procedures by which the police department enacts traffic stops. This partnership has resulted in increased transparency through enhanced reporting which is now publicly available. In light of George Floyd and other such unfortunate cases, this public reporting now includes the use of force incidents as reported by the responding officers.

Additionally, I have served in the capacity of a commissioner on Camp Hill’s Human Relations Commission which seeks to mediate in residential and employment issues where allegations of discrimination based upon a protected status are alleged.

Presently, I serve as Camp Hill’s chairman of the Civil Service Commission which is responsible for the hiring, termination, and discipline of officers in the Borough’s Police Department.

I have also been involved in unofficial capacities throughout the years working with Camp Hill’s school board and administration working to inject equity and understanding to students of diverse backgrounds. My work, along with the work of a select group of others, has led to a community action group with the express purpose of addressing DEI issues, opportunities and concerns within the district. Collectively, these positions and experiences allow me to have a very in-depth understanding of the people, processes, and purposes that drive Borough decisions and I look forward to the possibility of building on this work as an elected member of borough council.

What makes you the best candidate for this position?

I am the best candidate for this position because of the positions listed above. I look forward to continuing to partner with members of other parties and positions as I firmly believe that the council is not party-dependent. Its elected officials are responsible for managing borough affairs in a nonpartisan way and for the betterment of the citizenry. I have proven my ability to do this competently throughout the years in partnering with the mayor and Republican members of the school board.

What issues are priorities for you?

The issues that are priorities for me are ensuring that Camp Hill Borough actively pursues candidates for all available positions from a diverse candidate pool. Those who work for the borough should represent those who live in the borough as much as possible. Equity in hiring is my first priority. Secondarily, continuing my work with the police force to further enhance citizen-police engagement will also be a focus. The more that the citizens know their police force the better it will be for the community especially given that we are a walkable community. Visibility and interaction should be front and center. Lastly, my focus will be on fiscal accountability. Accounting for and being heavily involved in each bid and negotiation that comes before the council will be a focus for me. Understanding the needs and requirements of each project will allow me to add value to the discussion to ensure that taxpayer dollars go as far as possible to extract the most value possible.

Carlisle Borough Council (4-year, vote for 4)

Cate Mellen

Ticket running on: Democrat/Republican

Occupation: Nonprofit fundraiser

What experiences qualify you to hold this office?

Cate Mellen was appointed to the Carlisle Borough Council to fill a vacancy in January 2022 and is now running for a full 4-year term. She is a native of Carlisle and graduate of both Carlisle High School and Dickinson College. In addition she holds an M.A. in art history from Syracuse University and an M.A. in history from Cornell University. She has worked in the non-profit sector in Carlisle for 15 years, first as the coordinator of Adult Programs and Community Relations at Bosler Memorial Library and later as the board liaison and development director at the Carlisle Family YMCA where she helped to spearhead the recent $10.7 million building expansion. She is now a Certified Fundraising Executive and serves as the resource development director at the United Way of Carlisle & Cumberland County. She has served on the Cumberland County Commission for Women, is a member of the Carlisle Sunrise Rotary, and is a 2020 graduate of Leadership Cumberland. She co-founded the local grassroots organization Cumberland Valley Rising in 2016 where she served as vice-president and chaired the Voting & Elections Committee, which recruited candidates to run for local elected offices, helped to register voters, and to educate the community on the importance of voting in local, “off-year” elections as a way to participate in local decision-making and hold community leaders accountable. She is also a 2023 graduate of Emerge Pennsylvania.

What issues are priorities for you?

1. ) Addressing shortfalls in affordable housing

2. ) Fighting food insecurity and ensuring the availability of healthy food options to all borough residents

3.) Accessible transportation, including pedestrian and cycling infrastructure and adequate public transportation

What experiences qualify you to hold this office?

I am a retired U.S. Air Force veteran, and former Department of Defense contractor. I spent 32+ years serving and protecting our nation before returning to Carlisle in 2021. Along my journey I gained a wealth of experience, learned many life lessons, both good and bad, lead diverse teams and operations both nationally and internationally, and interacted with people from around the globe. My life experience has given me a unique perspective, and forged me into the person I am today. I am down to earth, a loyal and principled leader, and a fighter who stands for our country, Commonwealth, borough, and its way of life.

What makes you the best candidate for this position?

My rich life experience, and being a good listener makes me the best candidate for this position. I have experienced both struggle and success, I have served our country honorably and I have stood and fought for our way of life, I’ve worked with and led diverse teams, and I’ve worked and traveled around the world experiencing and learning from various cultures. I’ve never forgotten my roots regardless of where I have been in this world! I am fiercely loyal, dedicated, and determined because I want to see everyone succeed in life!

What issues are priorities for you?

Strategic growth that is efficiently Managed, remains Active while being Responsive to the citizens allowing Carlisle to Thrive! I believe as Carlisle continues to grow it should learn from its rich history, past mistakes/missteps, and apply lessons learned as it looks to the future. Carlisle needs to understand that we can have growth while retaining our character and rich traditions, as well as preserving our inviting “Small Town/Neighborhood” feel. We cannot make the mistake of strangling/stifling growth that will have a negative effect on Carlisle’s vitality. Smart growth should be deliberate, thoughtful, sensible, and responsive to the citizens of Carlisle. SMART growth should benefit all citizens, and allow them to improve their quality of life; not involve political agendas or ideologies.

I am a firm believer in what the founders intended, and the framers enshrined in the Constitution; a limited government and minimal taxes. Too often local politicians raise taxes or enact fees instead of looking at cuts, and reducing fraud, waste and abuse in government. Additionally, I believe in serving only one term before going back to private life as was intended by our founders. Serving long-term in politics breeds an environment ripe for corruption, and grift.

I believe besides ensuring Carlisle has a solid infrastructure, and making it a safe and inviting place to live, the borough should be engaged in developing short, mid, and long-term plans to attract business, investment, and local, regional, and national partnerships to create opportunities for everyone. The borough must not settle for crumbs that are thrown our way but instead must think strategically, be proactive, and have a think ‘BIG’ mentality. The borough must engage, and develop partnerships with the right organizations/businesses, that have strong values and morals. We must create an economic environment to lift our residents out of poverty.

A native of Bellwood, Pennsylvania, I moved to Carlisle in 2016 and quickly dedicated myself to the community. I took on leadership roles with a variety of local nonprofits, including service as the Hope Station Board President, East Side Neighbors Association President, and Carlisle Parks & Recreation Board Chair. In addition, I have volunteered with Cumberland Valley Rising, N.O.A.H., and the United Way. This passion for giving back has allowed me the opportunity to help plan an annual Black History Festival, a community cleanup event, a nonpartisan civic education series, and various other events.

In my professional career, I have a diverse background that includes teaching middle school science and social studies in inner city Baltimore, managing projects in cyber security and software development, and participating in government policy development. I currently work as a research manager with the Pennsylvania House of Representatives.

Academically, I hold a master’s degree in public administration from Villanova University, a master’s degree in education from Johns Hopkins University, and bachelor’s degrees in history and political science from Penn State University.

I was first elected to the Carlisle Borough Council in 2019 and am running for reelection this year.

During my first term in office, I spearheaded an ordinance that decriminalized the possession or use of a small amount of cannabis in Carlisle. In addition, I helped to establish the Carlisle Truth and Reconciliation Commission, a body tasked with studying and making recommendations for improving racial equity and addressing systemic racism in the Borough of Carlisle.

While on council I’ve collaborated with my colleagues, staff, area business and nonprofit leaders, and residents to improve our borough. We’ve worked together to develop a plan for combating climate change at the local level, to provide new recreational amenities such as the skate spot, and to invest in needed repairs and upgrades to our infrastructure. Moving forward, I want to continue to help in making Carlisle a safe and welcoming place that people are proud to call home.

What issues are priorities for you?

To me, local government is all about identifying problems in the community and working together to fix them. Ultimately, it’s that work of helping other people and making Carlisle a better place to live that continues to draw me to serve as a local elected official. That’s why I’m running for reelection to the Carlisle Borough Council.

Carlisle is a growing community, and I’m proud to be a part of the great work being done here. Moving forward, I want to continue to help in making Carlisle a safe and welcoming place that people are proud to call home.

If reelected, my first priority will be collaborating with my colleagues and staff to ensure the borough continues to have sound budgets that address the challenges of our community. Moreover, I hope to improve public awareness of and participation in the borough’s budget process.

The annual budget guides management and policy for the borough. Other priorities related to public safety, infrastructure improvement, racial equity, climate action, and zoning reform all tie back to the budget in one way or another. As a new supervisor, not only will I be faced with ongoing projects and initiatives, but new problems and issues that impact our fellow township residents. From day one I will bring my business experience, thorough research and planning skills, and ability to work collaboratively to find the best solutions.

What makes you the best candidate for this position?

There are two candidates for this position. The incumbent has been in office for almost 9 years. I am running because the issues that are a priority to many residents have remained as ‘old’ business for years with no actionable improvement. Sometimes, both in business and in government, a fresh face is necessary to get things done. It is time for new leadership. In addition, there is currently no plan about the township’s vision for our community that has been effectively communicated to the residents.

I am passionate about the health and safety of our residents and spending township resources wisely. I will proactively meet and listen to my fellow township residents to understand the most pressing issues affecting our community.

I grew up in a farming community and chose to raise my family in one. My family ran the Carlisle Livestock auction for over 40 years that supported the farming community. I bring a unique and energetic perspective to the township that can respect its heritage while also respecting the future of our community.

As a mother of two young children and a resident of this township for years to come, I have a vested interest in finding ways to improve our township, protect the environment, keep our township safe, spend responsibly, and help plan for the future.

What issues are priorities for you?

Residents are concerned about the spreading of FPRs (food processing residuals) on the fields in our township. Along with being extremely unpleasant, it raises concerns about the safety of our well water and streams, soil, food supply and the air quality. Regulations for this type of spreading are over 30 years old. I plan to advocate for our residents by collaborating with lawmakers and local farmers to ensure that materials being applied in our township do not have negative health effects and are mutually beneficial to all.

Dickinson Twp recently instituted a local tax due to expected infrastructure costs. My business experience would bring potential operational efficiencies and grant opportunities to the township to mitigate further tax increases.

Currently South Middleton is reaching its limit for growth with respect to its infrastructure. Dickinson Township is next door, meaning it will be increasingly important to have a clear vision for what our township can manage, and what we would like our community to look like in the coming years.

Lorelei Wilson Coplen

I settled my family on my historic farm in Dickinson Township over 15 years ago while assigned to the U.S. Army War College. I immediately began community service in various forums as well as with local non-profit organizational boards.

After I retired as a U.S. Army colonel in 2014, I served the township on various committees and commissions until elected as a supervisor. I am honored to be the chair of the Board of Supervisors for the past few years.

My past and current experiences provide me with insight into all aspects of the township, from fiduciary responsibility through human relations to community engagement. My current passion — our beautiful piece of rural Pennsylvania paradise — inspires me to stay involved in the township to keep this space special for future generations.

What makes you the best candidate for this position?

I am the best candidate because of my experience, both as an incumbent township supervisor and with my previous professional and personal opportunities. However, experience is not the only benefit I bring to the township.

I am not affiliated with any political party or platform. Therefore, I can respect and remain open-minded to all opinions and perspectives. I promote civil discourse in our meetings and correspondence, so all our residents are heard, and the other board members and Township staff understand resident concerns before we make final decisions.

During my tenure, the township conducted workshops for the updated comprehensive plan and zoning as well as for our parks’ future development. Many of our residents participated in person or online to steer our township’s future course. As c hair of our Board of Supervisors, we facilitated meetings with our Commonwealth representatives and other state authorities to address resident concerns such as Food Processing Residual (FPR) use impact on our environment, among other issues.

As a community member, I routinely engage with other local, county and state entities to advocate for the township. This personal engagement ensures our residents benefit from programs and policies available to the township.

What issues are priorities for you?

My priorities for our township are intertwined; one depends on the other. We continually note Commonwealth and/or federal opportunities for the township to further its needs!

1. Safety. For our residents and the community, safety remains my first priority. The township safety concerns encompass road and bridge repairs and improvements, ensuring the Commonwealth appropriately addresses environmental issues such as food processing residuals (FPRs) and biosolid applications, and snow and other weather-related response. In the past few years, our supervisors oversaw several major road and bridge projects to improve township infrastructure.

2. (Financial) Sustainment. To ensure resident safety, the township must remain financially secure. In short, our spending must remain prudent and avoid debt. We will continue to seek grants and partnerships for our projects, such as for our parks plan. We must also constantly evaluate our budget to minimize costs while preparing for unforeseen needs.

3. (Agricultural) Sustainment. Farming is an essential part of our township. Every township decision must have this consideration: How will this affect our farmers? A case in point was our updated comprehensive plan and zoning which now allows our farmers to operate small businesses on their property. This small change assists our farmers to keep farming, which in turn keeps more farms in cultivation. This is a benefit for our Commonwealth and our nation, not just our township.

4. Sun and Fun (Parks and Recreation). The Township’s parks are well-enjoyed as they exist, but, with continued resident engagement, the Township plans to improve them. Related is our historic property, which we seek a private-public partnership to reclaim and restore it.

A large part of all these priorities is Township staffing. I am a proud advocate for township staff training and education. The township cannot meet the needs of its residents without capable and knowledgeable staff.

East Pennsboro Commissioner (4-year, vote for 2)

I was also a member of the East Pennsboro Twp. Recreation Board and the East Pensboro Industrial Commercial Development Authority. I currently volunteer as a member of the Pennsboro Pumpkin Fest committee since 2006 and assist at various East Pennsboro Twp. Recreational Events. These events bring our community together and welcome attendees and vendors from across Pa. to see what East Penn has to offer. I also volunteer with the Friends of Recreation at EP Parks, which is a 501(c)(3) non-profit which has a mission to develop, support, manage, and fund projects and events that help preserve, restore, and enhance the recreational opportunities at almost 200 acres of township parks. As a former township commissioner, I served with the Recreation Board, liaison to the East Pennsboro Ambulance Association, Intergovernmental Committee, and Finance Committee. I was also a dedicated commissioner to Emergency Services.

Serving the township is very important to me and I’m proud to be involved with the following organizations: Volunteer Firefighter for East Pennsboro Twp., member of the East Pennsboro Historical Society, Enola Sportsman’s Association, and American Legion Post 751 (SAL) member.

What makes you the best candidate for this position?

Experience and dedication. My background with school and township budgets and looking for and finding ways to be able to work together to get things done. I served on East Pennsboro Township’s Intergovernmental Committee. This committee includes administration from the school district and township, East Pennsboro Twp. police and fire chief, various school board and township Commissioners, and staff members and managers from both entities. We met to make sure that the school and township were on the same page. This was key in regard to school/township safety, building projects and road closures and various construction needs. East Pennsboro Township is the second largest municipality in Cumberland County and there are roads to be paved and plowed throughout the year and having our emergency services working 24-7-365 is vital in providing public safety to our residents. When I first became commissioner, we saw there were not always dedicated monies going to a fund that’s used for purchasing fire apparatus. Everyone worked together to make sure that there is now a path to help with the purchase of these needed vehicles and now a snapshot and plan exists for retaining what is needed or what could still be sold. As a former East Pennsboro Twp. Commissioner, I’ve also worked with our police chief and administration to keep a check on the police vehicles in regard to the miles/maintenance and the need for replacement vehicles throughout the life of the vehicle. I was also an advocate for East Pennsboro Police to have more automated external defibrillators available to be placed in vehicles during their shift to assist in emergencies.

What issues are priorities for you?

Teamwork! Continued communication throughout our township departments to maintain our great parks, roads, employees, and services must move forward no matter what situation is dealt to us.

I would like to have open access for residents to be able to call into meetings or view them if they can’t attend and make it easier for residents to be able to enter the township building that they fund to get a permit, pay a bill, visit, or to be able to get questions answered.

Listening and speaking with residents about the township’s Recreational Plan survey to continue to help make East Pennsboro a great outdoor and recreational adventure and look deeper at information for popular choices and interests such as a dog park, water splash pad, pickleball and tennis courts/upgrades, etc.

Keeping the pride in East Pennsboro. I want to continue to assist, help, and promote with various events and functions that take place in East Pennsboro. I want people to speak about our township events throughout the year and look forward to attending them with family and friends.

The successful widening of the Erford Road Bridge was a project I spearheaded to ensure that its rehabilitation would better meet the townships future needs.

Working with neighboring communities to lobby against the tolling of the South Bridge is another successful accomplishment.

Working to preserve the Enola Miller House by having it moved to a new location by the developer without expense to the township is another accomplishment. This will ensure that a great piece of history with the assistance of the East Pennsboro Historical Society will continue to be a part of East Pennsboro for generations to come.

What makes you the best candidate for this position?

I like to listen to all sides of an issue to make sure that all information is obtained in order to make the best decision for all parties concerned. Leadership is not always easy and working with others is critical. This is something I attempt to demonstrate representing the township. Serving as a township commissioner for over 10 years and involved in many of the projects and initiatives over the years positions me well to continue to represent all of East Pennsboro for another 4 years.

What issues are priorities for you?

I will continue planning and implementation efforts with township Infrastructure and Facilities to meet the needs of the township well into the future. I want East Pennsboro to be a community that is a great place to call home and are proud to live in. An example of this will be the construction of the pedestrian bridge traversing East Penn Drive connecting the East and West sides of Adams-Ricci Park. Residents will see the planning efforts on behalf of the Board of Commissioners and township staff over the past several years come to fruition on this project in 2024. The township worked diligently to obtain grant funding for this bridge and was successful in being awarded funds to cover the bulk of the construction.

During my time in the military, I received awards at every level of military training for being in the top 10% of trainees. I was also hand-picked after only 3 years in the service to become an instructor for my career field to educate the incoming enlisted and officer personnel.

After retiring from the military and seeing the political divisions in our country growing, I decided to get involved. I returned to college with my GI Bill and graduated from Penn State University with a bachelor’s degree in political science.

I believe my life experiences in and out of the military, my educational experience learning about government, and my desire to create a better community for all residents are valuable assets for an elected official.

What makes you the best candidate for this position?

As a member of the military, and my growing up as a military child, I have met, befriended, and worked with people from various backgrounds. Military members come from many different walks of life, and we understand that we must overcome our differences to serve our country effectively. This is the same attitude I will bring to governing. The 3 core values of the US Air Force are: Integrity First, Service Before Self, and Excellence In All We Do – these will be the principles I govern with.

After my military service, I chose another profession that involves serving my country – governing. I believe that in order to be a good and effective government official, a person must understand the function and responsibilities of government itself. That is why I used my GI Bill to get a degree in political science from Penn State University, to better understand how an elected official can do the best job possible.

It’s an often-used, and probably overused quote, but I truly believe in John F. Kennedy’s statement that citizens should ask themselves not what their country can do for them, but what they can do for their country. I was raised to be of service to my community and country and I believe we all have a civic responsibility to do whatever we can to serve our country. Whether it’s military service or government, we are all responsible for playing our part. Democracy is not a spectator sport.

What issues are priorities for you?

Three of my top priorities are implementing livestreaming of all township meetings, introducing an annual tax credit for volunteer firefighters, and building a community pool.

There is no good reason in this day and age for township meetings to not be livestreamed and archived so that all residents can hear from their elected officials and hold them accountable for their words and actions. It’s been said that sunlight is the best disinfectant and I believe that having these meetings livestreamed and archived will shine the light on elected officials so that their constituents know what is going on and can act with that information at the ballot box.

Our volunteer firefighters put their lives on the line to protect our community and they do it without pay in their free time. Enacting an annual retention and recruitment tax credit for all volunteer firefighters will allow these heroes to better do their job without as much financial pressure on them and their families with the increasing costs they are facing in the current economic environment. While they serve in a volunteer role, these heroes of our community deserve to be treated with the respect they deserve.

Year after year, residents of East Pennsboro have been urging the Township to build a community swimming pool in every survey taken, yet nothing has been done. This, to me, is completely unacceptable. A major part of governing is being aware of and reacting to the needs and wants of the community. When residents repeatedly express their desires for the Township and those in charge refuse to act, residents feel that their elected officials are not listening or simply do not care.

Hampden Township Commissioner (4-year, vote for 2)

What experiences qualify you to hold this office?

First half of my career was in corporate finance, as an administrator and manager (treasury dept. functions, primarily credit management, dealing with corporate customers). Second half of career was as an insurance broker (initially with an agency, then a partnership, finally as a proprietorship) providing employee benefits plans for large and small businesses and other entities.

Prior to running for the Hampden Township Board of Commissioners the first time, I served as a volunteer on the township’s Zoning Hearing Board and the Planning Commission (a combined total of 10 years). I was elected, began service as a township commissioner in 2002, and I’ve been reelected continuously since. I’ve served as liaison to various boards and commissions, including the Cumberland County Tax Bureau, which I’ve chaired for many years. I was selected by my colleagues to be board president for about 10 years. Four years ago, I was appointed by the Cumberland County Board of Commissioners to represent them on the board of Capital Area Transit (CAT), where I also serve as treasurer.

Throughout much of my career, I’ve also served on many charitable and other community service boards and commissions. I served on Governor-Elect Tom Ridge’s transition team. Later, I was appointed by Gov. Ridge to a management review team to advise him, and the legislature, on possible changes in how the Banking and Insurance Departments operate. I was also appointed to a 10 years term on the Governor’s Advisory Committee on Mental Health and Mental Retardation.

What makes you the best candidate for this position?

Experience on the job, and the achievements (along with various colleagues) we’ve made. We provide a wide array of amenities for residents (parks and other recreation areas; bike/walking trails; and a pool and golf course that are paid for by participants, not tax dollars; along with constant upgrading of roads and other infrastructure). Hampden has one of the lowest property tax rates in the Commonwealth (for a Township of the First Class that is required to fund its own police department), and the rate has not been increased for the past 46 years. Municipal government is not a business, but it should be run on a business-like basis. When the economy is bad, we’ve deferred projects and purchases that are not immediately needed, and found ways to maintain operations successfully until financial conditions improved.

What issues are priorities for you?

Maintain thoughtful redevelopment — there is little open, developable land available. Since redevelopment occurs in the normal course of business, several years ago we enacted new ordinances in the southernmost area of the township to encourage redevelopment based on best practices for sustainable growth. As with all major projects, we formed a committee of interested residents, guided by a professional firm experienced in the field, to develop concepts and ideas for the Planning Commission and Board of Commissioners to evaluate. We are seeing positive results of that planning in current projects, and anticipate that these are just the first of many over the next few decades.

Emergency Services – Our police department is one of relatively few in Pennsylvania that has achieved, and maintained, accreditation by the Pennsylvania Law Enforcement Accreditation Commission. Technology is constantly being upgraded to make our officers more efficient. Our volunteer fire company is supported by township-owned, and paid for, fire stations, vehicles, and other equipment. Volunteers can concentrate time on training, instead of fund-raising. Our full-time emergency management eechnicians (ambulance service) are professionals who save lives.

New parks are being added and/or upgraded, bike/walking trails are being expanded. As new trends in sports activities take place, and as our population grows and becomes more diverse, new venues are created to accommodate residents.

I have worked in our community for over 30 years repairing cars for customers and solving problems in a respected manner. This ability to solve problems within state guidelines makes me an excellent candidate for this position.

What issues are priorities for you?

I will serve honestly and ethically .

The income and expenses need to be transparent and available to view by residents.

All meetings need to be run by Roberts Rules of Business to ensure that everyone’s concerns are addressed equally.

We need to use man hours wisely, it does no good to save in one place and then use the money by logging unnecessary man hours. All hours by employees and supervisors needs to be documented and descriptive as to the job that was performed. Vacation time and paid holidays and benefits for employees need to be looked at as to whether they have earned the paid vacation or paid holiday time off, guidelines are in place and need to be followed.

Our park is everyones’ park , we need to adjust our regulations and update to better serve all who wish to use the park.

But most important is our roads we need to keep in good repair, cut back roadsides, fill in berms, repair water flow areas, and maintain and complete job after tar and chip by cleaning up loose stones and replace lines where needed for the safety of our community.

I want to bring our community together so they feel respected and know they have a voice in our township.

His core role at HRG is to manage workloads for municipal services, largely focusing on infrastructure rehabilitation, park and recreational opportunity development, municipal engineering services, municipal separate storm sewer permitting support and grant writing/coordination. Fabian’s hope is that this employment experience will prove instrumental in navigating the increased development pressure the township is currently experiencing.

Fabian has significant experience in local government and how it functions. He has been very involved with several non-profit groups in the area to volunteer his time and talents to support this community. He is currently the President of the Yellow Breeches Watershed Association, a board member of the Conodoguinet Creek Watershed Association (the only person in the county to sit on both watershed association boards), a Cumberland County Master Watershed Steward through Penn State Extension, and the Branch Leader for Cumberland County’s Riparian Ranger Program. I understand the difficulties and challenges that smaller municipalities, such as Mechanicsburg, face when attempting to manage outside growth. Managing growth intelligently is the number one priority for my campaign. Cumberland county is one of the fastest growing counties in the Commonwealth of Pennsylvania. Mechanicsburg Borough, as a landlocked municipality, is faced with numerous challenges because of this. Managing traffic and ensuring pedestrian safety are chief among those challenges. Done intelligently and in alignment with proper planning practices, Mechanicsburg can turn these challenges into benefits. However if we don’t adequately address these challenges today, and plan for the addition of more and more traffic in five to ten years, then the borough will only see conditions worsen over time.

A combination of experience, knowledge and collaborative leadership. We have so many wonderful volunteers and staff that are all working hard to help make Mechanicsburg a great place… as councilman, my role is to help vision the future and, with other council members, staff and volunteers, plan and execute on that vision. THIS is what we have been doing over the last few years and THIS execution is what we need to continue to do, together. No ramp-up time needed. Just move forward. All of this and more is why I believe that I am best suited for the role in the coming term. I ran in the past on the idea of creating long-term planning in every aspect of the borough. We are doing that… now is the time for execution and even longer-range visioning.

What issues are priorities for you?

My Priorities Include:

•Taking action on a “make sense” long-term financial plan that speaks to infrastructure upgrades, coordinated with street paving (which has begun this year and is planned to continue in 2024 and beyond) and seeks other forms and funds development through grants acquisition. We have begun this process and have made great strides.

•A new comprehensive plan (in development now) that speaks to long-term economic development with the help of our many partners including the chamber, the county and the DMP and speaks to expanding our recreational offerings while we continue to be good stewards of our many parks.

•A continued focus on safe routes and pedestrian safety. This includes collaboration with the newly formed Traffic Advisory Committee

•Volunteer and leadership development has to be a major part of our plan going forward as well. Our Renaissance Mechanicsburg Revitalization Program is an excellent example of volunteer citizens, nonprofits and government working together to move the town forward.

Many folks do not realize how much, in a borough like ours, volunteers do for the good of a community. Imagine a town without firefighters, a parks and recreation committee, a shade tree commission, a HARB committee, a Planning Commission, an Environment Advisory Committee, a Chamber of Commerce, a downtown organization… It is the passion of these volunteers that stokes my passion for service. I am grateful for each and every one of them and their selfless work.

My desire is to spend the next 4 years continuing to work with council to set the table for the next 100 years for our borough. I bring to that table experience, leadership, knowledge and a drive to help Mechanicsburg continue to become a great place to live, work, play and raise a Family.

What issues are priorities for you?

My top priority will be to work with the council to address the borough’s infrastructure needs. This includes prioritizing road repair projects in 2024 and continuing to implement our long-term infrastructure repair program. In the last two years, the council has taken action on the first major road repair projects in many years, and we must continue that progress.

I will work with the council to improve pedestrian safety and walkability. This will include implementing recommendations of our recently completed Active Transportation Plan as well as the newly established Local Traffic Advisory Committee.

The council will need to take important steps to plan for the future of the borough with the creation of a new comprehensive plan. This process must include examining the changing needs of the borough, including attracting businesses and encouraging economic development.

As the borough faces rising costs and a limited tax base, I will work to ensure that the council’s decisions are fiscally responsible and that the borough has long-term financial planning. We also need to bring more of our tax dollars back to the borough by aggressively seeking grant funding.

He is the principal of the New Cumberland law firm, Stone LaFaver & Shekletski which has served New Cumberland families with general legal services for almost a century. Stone is one of the founding board members of The Friends of the West Shore Theatre, Inc. , the nonprofit owner of the theatre, and continues to be involved in its mission to enrich the area by bringing music, movies and entertainment to the revitalized theatre. During Stone’s tenure on the New Cumberland Borough Council, he has been involved and been a proponent of the improvement of recreational opportunities including the opening of Riverfront Park and kayak launch at borough park, the adoption of a new zoning ordinance, the modernization of the borough website, the hiring of a permanent fiscally responsible borough manager and the hiring of a director of community and economic development. The long answer: I’ve enjoyed a career in digital communications for 13 years and have used this experience to bring people together in the community.

My wife and I bought our home in New Cumberland in 2016 — it was our first time buying a home, and to put down roots we quickly searched for ways to get involved in the community. Like many do, we saw the potential in the downtown corridor and started dedicating time to the revitalization effort and got to meet many others who were putting in the work. It inspired me to look around and find ways to contribute:

•In 2017 I led a months-long effort to lobby council to change the borough’s parks ordinance to allow on-leash dogs.

•In 2017 I started the Neighbors in New Cumberland Facebook group so community members could communicate, share, and discuss common issues a little easier – and ask “Did anyone else hear that loud boom?”

•With help from the Olde Towne Association, we organized outdoor movies to add to the fabric of community events in town and utilize our parks more.

•In 2022, fresh off the pandemic and full of ideas, I started the New Cumberland Collective with some fellow community members. We are a creative community non-profit collaborating within the community to create events and initiatives like the library’s Earth & Arts Festival, the West Shore Theatre’s Music & Film Festival, New Cumberland Pride, community clean-ups and more. We hope to inspire others to get involved in their community to make great things happen.

I think each candidate brings their own strengths to the position. Here are mine:

Independent: I don’t just follow the crowd. I like to think for myself and make decisions that I believe are best for the people I represent, rather than just following a political party or group.

Curious: I’m always eager to learn and stay in the know about what’s happening in our community. I love hearing different ideas and finding new ways to solve problems. This helps me stay flexible and adapt to the changing needs of our community.

Collaborative: I’m good at working with others, even if we have different opinions. I believe in finding common ground and working together to get things done. This way, we can make decisions that benefit everyone.

Proactive: I see this position as an opportunity to make our community better in the long run. I like to take the initiative and make decisions based on facts. I want to encourage new ideas, solve problems, and make our community strong and resilient.

What issues are priorities for you?

Slow Down New Cumberland – We have such a great walkable community in New Cumberland – great density, a downtown core, schools and library situated in the heart of the borough – but I’ve heard a lot of folks voice concerns about safely walking and biking in New Cumberland. There have been families who come to borough council to share their experience of nearly being hit in the crosswalk in front of their home while pushing their newborn in a stroller. Council offered no real solution, and they eventually moved away. I want to prioritize safer streets and safe routes to school with low-cost solutions that target high-speed areas, bad intersections and pedestrian infrastructure.

My wife Amanda and I moved to New Cumberland in 1987 from Utica, NY. Since moving to New Cumberland, my engineering job has kept me involved with municipal governments and authorities as clients. The work involves managing small budgets to larger projects having millions of dollars designated for infrastructure improvements and operations including managing teams of individuals to accomplish goals and schedules.

What makes you the best candidate for this position?

My previous 8 years on council can demonstrate my patriotic commitment to community and fiscal responsibility. This is where my engineering and municipal experiences can be important to plan for the future and let another generation take leadership roles, without going down in history as “we did not keep up with the needs” of a changing community. My work in other locations gives me insight as to other ideas. Good ideas and policies are not limited to home-grown concepts.

What issues are priorities for you?

Future budget needs and expenditures require some planning. It is already apparent that the MS4 planning is costing New Cumberland citizens due to lateness of available choices for compliance. The same is true for road paving projects which impact homeowners with delayed notice for financial participation. Another recent example of poor planning is the waste collection contract that was based upon past history when the waste business has changed a lot since COVID. My goal is to plan for the future instead of relying on the past.

Members of Eric’s extended family have shared their professional experiences as a township solicitor and as the designer of Upper Allen’s Simpson Park and Cumberland County Greenway Plans. When Upper Allen bought the historic 61-acre Lambert Farm on McCormick Road in April, 2020, Eric began attending all commissioner meetings and founded Friends Of The Farm to advocate for passive use of the farm. What makes you the best candidate for this position?

Eric has experience, ethics and vision for a better Upper Allen Township. He pledges to be issue-focused and bi-partisan. This is in sharp contrast with incumbents who are partisan, secretive and have apparent conflicts of interest regarding such things as soccer fields and planning commission appointees. As a true fiscal conservative, Eric sees $ millions of excessive and unnecessary spending such as $2 million added to the last bond issue for a “turf soccer field and stadium”, $1.5 million gatehouse and $2+ million amphitheater at Generations Park. Eric will push for transparency and accountability to residents including streaming of all meetings and showing $ amounts of proposed contracts on agenda and posting all bills approved on website.

What issues are priorities for you?

The entire township was rezoned in 2017 with little awareness and zero public comment at the required hearing. This is feeding a development frenzy. Existing neighborhoods need protection ASAP from high-density development, traffic congestion, signage, and noise. Upper Allen’s property tax millage rate has doubled in the past 10 years and the annual budget now exceeds $25 million. Mechanicsburg school district millage is up 19% in 6 years and debt has nearly quadrupled from $33.4 to $121.8 million. Costs of new infrastructure and services needed for development are being shifted to local taxpayers. The numbers say we are NOT better off from recent growth. We need to be smarter about growth. Incumbents act like they own the township. They have spent countless dollars on soccer fields which are often used by Keystone FC Soccer Club run by the son of a commissioner. Yet total field rental revenue for the township was only $7,175 in 2021. The $15-20 million master plan for the Generations Park was recently turned on its head by incumbents abruptly changing all manner of trails and features and creating 547 parking spaces vs. 220 before. This is not what people voted for at three public input sessions.

I have a long history of community involvement including youth soccer coach, host for the Middle School Career Day, and providing job shadowing opportunities for Mechanicsburg Area Senior High School students.

I published the quarterly Yellow Breeches Gazette for over 5 years and subsequently collaborated with the late Paul Miller in the publication of his book Happy Yellow Breeches! about life along the Yellow Breeches Creek during the early part of the 1900s. I was later actively involved in the successful effort to preserve Upper Allen Township’s Yellow Breeches Historic District.

I am a member of the Cumberland County Historical Society, the Historic Barn & Farm Foundation of Pennsylvania, the Yellow Breeches Watershed Association, the Pennsylvania Council of Professional Geologists, and the Harrisburg Area Geological Society (past president).

What makes you the best candidate for this position?

As a small business owner for over 35 years, I understand the importance of being fiscally conservative while planning for the future. In addition to my own company’s board, I have also served on other boards including the Bellevue Park Association and the Historical Society of Dauphin County.

Having completed 40-hour Hazardous Waste Operations and Emergency Response training, I’m current with annual refresher training requirements, and recognize the importance of strong fire and police departments. As your commissioner, I will work tirelessly to support them.

Being involved in the effort to preserve (for now) the Yellow Breeches Historic District and seeing other issues brought before the current Board of Commissioners (including, but not limited to, ModWash and Chick-fil-A traffic concerns), I have gained a better understanding of township issues. This has caused me to become involved and double down on my commitment to enhancing the quality of life for the residents of Upper Allen Township.

What issues are priorities for you?

1) I will have Board of Commissioners meetings live-streamed starting DAY ONE. The incumbents have avoided this like the plague along with staggering the release of meeting minutes. What do they have to hide?

2) The township should embrace smart growth, rather than give free rein to developers at the expense of our quality of life. It’s absurd for an incumbent to claim “our hands are tied” when they’re the ones guiding the process. Zoning must be adjusted to reflect a long-range vision over short-term returns while strengthening protections for cultural, historical, and natural resources and promoting public health.

While development may be inevitable, it can be done in a manner complementary to our quality of life. At the end of the day, do we really want to live along a new Carlisle Pike?

3) The incumbents truncated one of four historic districts to accommodate a developer putting in a high-traffic Chick-fil-A adjacent to the district and across from the Union Hotel which is on the National Register of Historic Places. They then hired an engineering firm which provided them with justification to eliminate the remaining three township historic districts altogether!

As commissioner, I’ll pursue opportunities to strengthen protection of our township’s historical and cultural heritage, and not to “pave paradise, and put up a parking lot”.

4) The Derck & Edson plan for Generations Park which better reflects the passive, nature-based, outdoor recreation area for the enjoyment of natural surroundings that residents voted for in public input sessions should be re-instated — not the bait and switch and needlessly expensive engineering project now proposed by the incumbents. We have a number of (lovely) youth-oriented, active parks. Generations Park will be an outstanding addition to our park system if it reflects the passive park we voted for!
