The candidates below are in contested races in Dauphin County. Because a number of candidates have cross-filed, they are listed in alphabetical order by first name rather than in ballot order. If a race is not listed, it was not contested.

Judge of the Court of Common Pleas (10-year, vote for 1)

Courtney K. Powell

Ticket running on: Republican

Contact: Facebook

Occupation: Attorney

What experiences qualify you to hold this office?

I have been an attorney for 25 years, the last 20 years of which have been with JSDC Law Offices in Hershey, where I am currently a partner. I started my career in the Dauphin County Public Defender’s Office where I handled a wide variety of criminal matters representing adults and children. That experience taught me the importance of having a fair and impartial judge. Working in their Juvenile Court Division specifically sparked my interest in family law. When I went into private practice, I chose to focus on family law matters, including divorce, custody, domestic violence, and support.

I have been practicing family law for the past 22 years and have practiced in Dauphin County, as well as numerous other counties across this Commonwealth. Practicing in different counties provides a unique perspective in that you can see what is effective, and implement it in another matter. In practicing family law for as long as I have, I have also come to appreciate the emotional aspects of family law, and the need for patience as the family transitions into a new “normal”. It is incredibly important to have a judge that is compassionate, patient and respectful when working with our families.

I have also had the pleasure of serving as one of the solicitors for Dauphin County Area Agency on Aging. In this role, I work with the caseworkers to secure guardians for our elderly who need assistance. This has been a rewarding experience, and has highlighted the importance of ensuring our elderly remain safe.

The greatest need on the Dauphin County Bench is with family law matters, as it is one of our largest dockets. We need to put our families first, and with my experience I can help with their needs.

What makes you the best candidate for this position?

Experience. I have been a practicing attorney for 25 years, while my opponent has been an attorney for 4 years. As with anything else in life, experiences (good and bad) are what mold us into better people, and give us unique perspectives that others do not have. Practicing law for 25 years has taught me how to objectively review evidence, evaluate the information, and creatively apply solutions. It also has taught me the importance of working with families and the need to treat people with compassion and respect.

We must have seasoned jurists to preside over legal matters, especially ones relating to our families. I have litigated countless cases over the past 25 years, not just observed them, and I have argued criminal and family law cases at the appellate court level with success.

Of the nine current sitting Dauphin County Judges, seven have criminal law backgrounds, having been either former criminal defense attorneys or former prosecutors. Dauphin County needs a balanced judiciary to include another judge to help with the family law docket. Since I have practiced in family law for 22 years, I have extensive experience to serve in this capacity, and have the perspective needed to help those families going through tough times.

What issues are priorities for you?

I am committed to ensuring our families have a fair and impartial judge who will listen to their matters with compassion and respect. I would like to expedite some of the family law matters to try and give our families faster resolutions. With another judge in family law I believe that can be accomplished. I would also like to ensure that we are appropriately addressing the mental health needs of our constituents, especially our children.

La Tasha C. Williams

Ticket running on: Democrat

Contact: Campaign website | Facebook

Occupation: Attorney

What experiences qualify you to hold this office?

I have over 20 years of courtroom experience working as a legal assistant, advocate for wrongly convicted prisoners, judicial law clerk at the Common Pleas Court and Appellate Court levels, senior prosecutor, and criminal defense attorney. As a former prosecutor in multiple counties, I have tried cases before juries and judges, all of which resulted in convictions.

As the owner of Williams Law Group, I service clients from all walks of life from across our Commonwealth — some of whom have privately retained our firm and many of whom are poor and cannot afford to pay for quality representation. I understand their plight. I also represent families in the dependency system and juveniles in the delinquency system.

As the current 8th Ward Susquehanna Township Commissioner, former Commonwealth Court senior judicial law clerk, and former legislative research analyst for the House Democratic Caucus, I have extensive knowledge of legal issues that would come before the Dauphin County Court of Common Pleas such as PennDOT appeals, municipal zoning & land use disputes, and civil rights actions.

I currently teach a constitutional law course at Lebanon Valley College and have previously taught sociology at the Community College of Philadelphia and Spanish at West Philadelphia Catholic High School. Young people are our future and I enjoy imparting knowledge to them as they teach me in many ways. To this end, I mentor young ladies with the Young Women’s Empowerment Academy in Harrisburg and direct mini mock trial camps in Harrisburg through my Board affiliation with The Legal Kid Foundation.

What makes you the best candidate for this position?

Preparation is vital. My diverse professional experiences make me the better candidate for this position as I am the candidate who is prepared to hit the ground running on day one.

The Dauphin County Court of Common Pleas presides over a multitude of legal disputes involving family law, criminal law, estate planning, and civil litigation; I have extensive experience in each of these areas.

If elected, I will be ready to assist my colleagues immediately. My preparedness is largely in part due to my background as a Common Pleas Court (trial level) and Commonwealth Court (appellate level) judicial law clerk. Judicial law clerks are attorneys who conduct research and legal writing for their assigned judge. In this capacity, I authored dozens of trial court opinions which were not disturbed on appeal — a testament to my sharp analytical reasoning and command of the laws.

I have previously navigated the courtroom as the legal assistant to various Dauphin County attorneys and worked directly with judges in judicial chambers while serving as their judicial law clerk. These experiences have resulted in my profound understanding of the well-oiled machine of courtroom operations and court administrative procedures.

My background as a prosecutor in multiple counties combined with my experience as a defense attorney and advocate for wrongly convicted people equip me with a sense of balanced justice from all perspectives — the Court, the prosecution, and the defense.

What issues are priorities for you?

1. Assisting the current bench with the backlog of Post-Conviction Relief Act (PCRA) appeals.

2. Exposing at-risk youth to healthier life choices.

3. Enforcing protections for our vulnerable & neglected populations including the elderly, disabled veterans, domestic violence victims, non-English speaking people, and persons with mental infirmities.

4. Promoting alternatives to incarceration for chemically dependent persons.

Dauphin County Commissioner (4-year, vote for 2)

George P. Hartwick III

Ticket running on: Democrat

Occupation: County Commissioner

What experiences qualify you to hold this office?

A native of Steelton who became the youngest mayor in Pennsylvania at the age of 24, I have always proven that “hard work is the Hartwick way.” My record of public service continues to grow and inspire positive change.

Serving as commissioner since 2004, I was honored to earn the prestigious 2023 “County Commissioner of the Year” Award from the state association, among more than a dozen other awards. I have achieved national recognition in the field of human services, helping to make dramatic gains in our economy, cultural diversity, human service delivery, and quality of life.

From new affordable housing projects, an intentional focus on cultural inclusion, and cutting-edge strategies to cope with mental illness and addiction in prison, the opioid-fentanyl epidemic, families in crisis and more, I was part of the team that held the line on taxes for a remarkable 18 years.

A wrestler who also played football and baseball, I am a proud Penn State graduate now seeking a sixth term.

My fellow commissioners and I manage a $380-plus million budget, 1,700 employees and 40 departments. I have primary oversight of the county’s Human Services Department, CREDC, Human Resources, Tax Assessment, Housing, and more. As such, I worked on expanding services to seniors, tackled elder abuse, helped implement a “warm hand-off” for emergency room patients battling addiction, and more.

Beyond our county, I have led at the state and national levels. I serve as Chairman of the CCAP Human Services Committee and as Pennsylvania’s representative to the National Association of Counties’ (NACo) County Leadership Institute as well as on NACo’s executive board, representing Pennsylvania. I also serve on the Lawyers Fund for Client Security, to compensate victims of unscrupulous attorneys.

I am the devoted father of Alexis, Lauren, Jordan, George IV, and Kamdyn.

What makes you the best candidate for this position?

Over my 30-plus years in public service, beginning with my election as mayor of Steelton at the age of 24, I have demonstrated the energy, experience, relationship-building skills, out-of-the box thinking, and love for all people to keep all county services flowing smoothly without raising taxes.

The many departments under the Human Services umbrella have become a true passion and a calling, including those suffering from substance use disorder, child abuse, intellectual challenges, mental health struggles, families in crisis, and age-related needs. I remain committed to strong fiscal management and keeping the faith with working families.

As an experienced leader in the state and national county commissioners’ association, I have witnessed the value of building productive relationships with local, state, federal, private and nonprofit partners to leverage dollars for maximum effect, learning proven strategies, and advocating for not only more funds, but greater flexibility and a bigger bang for the buck to target unique needs. I have overseen many successes, and turned setbacks into lessons and opportunities.

What issues are priorities for you?

One of my first priorities is strong fiscal management in order to continue to hold the line on taxes, so struggling families don’t have to pay even more. I also prioritize relationships with local, state, federal, private and nonprofit partners to advocate for not only more funds, but greater flexibility. I also want to continue making inroads in the addictions epidemic, gun violence, early intervention, and the challenges confronting our aging population and families in crisis. I will work to continue to bring jobs here amidst economic uncertainty, eliminate blight and expand housing affordability. I am dedicated to judiciously awarding gaming grants to fire companies and other first responders in order to prevent tax increases at the municipal level.

I am dedicated to continuing to oversee the opioid settlement dollars and strategies; tackling mental illness by reducing the stigma, getting people into treatment not prison, expanding green space, and remaining a vocal advocate for more funding and flexibility statewide for human service programs.

I have always left party labels at the door, acting proactively, building bridges, and taking action instead of just talking the talk.

Justin Douglas

Ticket running on: Democrat

Contact: Campaign website | Facebook | Instagram

Occupation: Pastor

What experiences qualify you to hold this office?

Justin is married to his high school sweetheart, Brittney, an artist. They’ve been together since 2002 and celebrated 16 years married this June. Justin and Brittney have three kids: Magnolia, Beckett, and Reed. Also, a dog named Oswald!

Justin is a long-time pastor, currently serving as founder and lead pastor at The Belong Collective. He brings a formidable blend of community service knowledge and activism experience to this role. If elected, Justin would bring his heart for service and spirit of perseverance to help make a better Dauphin County for all our citizens.

Justin has worked with unhoused people, marginalized LGBTQ+ individuals, and those struggling in poverty. He’s seen the harm that under-resourced systems can create and is passionate about fixing issues of inequity, providing support to communities through expansion in mental health care, increased transparency in our prison, and a deeper investment in the wages of county employees.

What makes you the best candidate for this position?

I’m not your typical guy in a suit running for office, although I do put a tie on every once in a while now. I am not a politician; I’ve never run for office before. I am a pastor. I bring over 18 years of dedicated community service, possessing knowledge and experience in fostering community connections.

I’ve resided in Dauphin County in Conewago Township for over eight years. However, I have also called California, Indiana, Virginia, Boston, and Wisconsin home, gifting me a diverse and enriched life perspective.

I’ve seen the true power of community-driven efforts, so I’m stepping up as a candidate for Dauphin County Commissioner. I’m bringing a real commitment to shaking things up and thinking differently about our challenges and opportunities. I’ve learned that community collaboration goes a long way in tackling significant issues head-on and finding the right solutions.

In my bid for County Commissioner, my primary focus revolves around reimagining our prison system and bolstering mental healthcare services. Additionally, recognizing our county employees’ invaluable contributions entails more than just words of appreciation – it demands substantial investment and equitable pay. By embracing these challenges head-on, I aspire to enhance the quality of life for every resident of Dauphin County.

It’s time for a leader with a fresh perspective to break through in our local politics, and if you choose me, know that I’ll pour all my passion for public service into creating a brighter and better future for all of us.

What issues are priorities for you?

Prison Reform: Dauphin County’s prison system has been marred by a concerning trend of 18 deaths since 2019 and reports of unacceptable living conditions for inmates. Justin Douglas is committed to comprehensive prison reform. He advocates for a thorough investigation into the circumstances surrounding these tragic deaths and a revamp of the correctional facilities to ensure humane living conditions. His vision for the prison system includes increased transparency, accountability, and a focus on rehabilitation to reduce recidivism rates and create a safer environment for both inmates and staff.

Mental Health Care Expansion: Justin recognizes the critical need for expanded mental health care services, especially for students and young people in Dauphin County. He believes that addressing mental health issues early can prevent more significant problems down the line. His platform includes initiatives to improve access to mental health resources in schools and communities, de-stigmatize mental health struggles, and provide support to those in need. By prioritizing mental health, Justin aims to create a healthier and more resilient community.

Better Pay for County Workers: Justin values the dedicated county workers who contribute to the success of human services in Dauphin County. He believes that these essential workers should be compensated fairly for their hard work and commitment. By advocating for better pay and benefits for county workers, Justin aims to improve morale and retention, ensuring that the county continues to provide crucial services effectively. This platform aligns with his broader goal of creating a more equitable and prosperous community.

Mike Pries

Occupation: County Commissioner

What experiences qualify you to hold this office?

It is a privilege to be serving you as one of your county commissioners. I have also been honored to be elected by my colleagues to serve in the role as chairman of the board of commissioners since 2021. We do not take our jobs lightly, we understand the significance of what we are responsible for – a $381 million overall annual budget, 1,500 employees in 43 departments and working with county and local elected officials and the 40 municipalities representing our 286,000 residents. I have over 30 years of community service experience ranging from serving on local boards and committees, coaching little league baseball, 5 years as a Derry Township supervisor, to 3 terms as commissioner while working with state and federal officials to bring top quality programs and several hundred million dollars in funding to our county. Volunteering and providing assistance to various community groups has enabled me to see how vitally important the work they do is to help residents who are in their time of greatest need. One of my most memorable accomplishments was serving on the Derry Township Industrial Commercial Development Authority which built the GIANT Center – home of the Hershey Bears, and I am a founding member of the Hershey New Years Eve event which attracts upwards of 10,000 people annually to ring in the New Year. Serving on the Emergency Management and Veterans Affairs Board, and prior to that the Economic Development Board of the County Commissioners Association of Pennsylvania has given me valuable insight on proactive measures benefiting county taxpayers. You cannot replace experience – having served at both the local and county level, I have gained the type of experience that is absolutely critical to perform this job at the highest level.

What makes you the best candidate for this position?

Working together, leadership and commitment are all skill sets necessary to succeed as a county commissioner. I have an open door policy to meet with residents, elected officials and the business community. I will continue to work in a collaborative manner with my colleagues. We see what does and does not work at the State and Federal level and we work together to get things done. It is the recipe for our past and present success! We created the first Infrastructure Bank in the United States which enables Townships and Boroughs to engage in road, bridge and transportation improvements – projects they normally could not budget for. We also created the first Land Bank in Pennsylvania, renovating vacant, run down commercial and residential buildings which puts blighted properties back on the tax rolls, a win-win for school districts, municipalities and the county. Our Veterans Affairs Department has set records the past 3 years for benefits to those who sacrificed for our safety. Joined forces with our state representatives and state senators to unanimously oppose tolling the I-83 bridge as we heard loud and clear our residents, businesses and employees couldn’t afford it! We recently preserved a milestone 20,000 acres of farmland and are developing plans for the new 411-acre Detweiler Park, connecting the Upper End of the county with the Lower End. Enacted a first ever $250 real estate tax refund for our most valuable community assets – our first responders. Providing yearly support for our senior centers. Created an illegal dumping enforcement officer, the first ever position in collaboration with the City of Harrisburg, splitting costs and working together to combat the surge of illegal dumping. Started a $4 Million broadband expansion project to households and businesses in Upper Dauphin County.

What issues are priorities for you?

Our number one goal has always been to make sure the Dauphin County we leave behind for you and your children is better than the one we live in today. This is a great place to live, work and raise a family and we are now getting national recognition for it. In May, “US News and World Report” named us the #1 best place to live in Pennsylvania and the #2 best place to retire in the state. We have gone an unprecedented 18 years without a property tax increase while maintaining the high level of constituent service that our residents have grown accustomed and expect. That only happens by working together with our Elected Row Officers, Judges, Department Heads and the dedicated, quality employees that are second to none in the State. Promoting new economic development, attracting family sustaining jobs, and keeping our workforce strong as maintaining jobs is just as important as creating jobs, continue annual pay raises for all county staff. We must keep the Great American Outdoor Show, which is the largest Outdoor Show of its kind in the entire World – held right here at the Farm Show Complex, generating $80 million during the weeklong show and creating 8,000 jobs and $2.8 million in tax revenues. Gaming dollars from the Hollywood Casino have allowed us to provide millions of dollars towards new fire stations, fire trucks, apparatus, police equipment and EMS services – costs that before were totally on the local taxpayers. The casino grant process has leveraged an additional $350 million in investments and over 9,000 jobs created. Our 8 location countywide Library system continues to see extensive utilization by our residents and over the last year there were 1 million items borrowed in person and on-line.

Chad Saylor

Ticket running on: Republican

Occupation: County Commissioner

What experiences qualify you to hold this office?

Chad Saylor has more than 30 years of experience in government at both the state and local levels. He currently serves as vice chairman of the Dauphin County Board of Commissioners overseeing a total budget of nearly $400 million. Prior to his appointment as a county commissioner in June 2021, Chad served as the county Chief Clerk/Chief of Staff for 14 years. He oversees several county departments including budget and finance, parks and recreation, information technology, transportation and conservation. Chad has served on the Capital Area Transit Authority, the Susquehanna Area Regional Airport Authority and the Hershey/Harrisburg Regional Tourism Bureau. Chad resides with his wife, Kristine, in Lower Paxton and is a member of Crosspoint United Methodist Church. He also plays string bass with the Central Pennsylvania Symphony. You can find a more detailed bio at PriesandSaylor.com.

What makes you the best candidate for this position?

I have three decades of experience working in public service, including 15 years with Dauphin County, first as the chief county administrator and, since June of 2021, as a county commissioner. My record includes expanding and enhancing the county park system, innovative investments in local roads and bridges and preserving 20,000 acres of Dauphin County farmland all while holding the line on property taxes for 18 straight years. If elected, my future goals include moving forward with the master plan for Detweiler Park, expanding access to broadband internet service in our under-served Upper End and managing your tax dollars prudently. Most importantly, I will continue to work cooperatively with my teammates Mike Pries and George Hartwick and with the elected row officers and judges to move Dauphin County forward.

What issues are priorities for you?

As a county commissioner, one of my top priorities is prudent management of public tax dollars, including a $200 million general fund and nearly $200 million in human services funding. Every year, we meet with the county department heads in public hearings to go over their budgets line-by-line. We challenge managers to work together, find efficiencies and locate grants or outside sources of revenue. The goal is limit spending and keep property taxes under control, which we have done for 18 years in a row.

Dauphin County is blessed with a wonderful county park system, encompassing nearly 1,000 acres of clean, green open spaces. So, another priority for me is maintaining, enhancing and expanding our parks. This includes making playgrounds and trails accessible to all, developing new programing and amenities and finding new ways to get people outdoors to enjoy nature’s beauty.

Another priority is infrastructure and when it comes to maintaining local roads and bridges, Dauphin County has been a leader through the Infrastructure Bank. This innovative financing tool enables us to do so much more with the limited dollars we have to repair and maintain our roads and bridges. Other counties around the state are following our lead on this issue.

One final priority I want to point out is teamwork. This county is unique in its approach to governing. We work together: the commissioners, row officers and judges. Unfortunately, in other counties, you see elected officials fighting with one another, trying to score political points. However, teamwork does not come easy. It takes communication, compromise and leadership. Maintaining Dauphin County teamwork is definitely a top priority for me.

What makes you the best candidate for this position?

Occupation: Realtor

What experiences qualify you to hold this office?

I am a Dauphin County native, born and raised, and have served the County as a community and citizen advocate for many years in my role as a real estate professional. Originally licensed as a real estate agent in 2006, I have experienced the many twists and turns of the real estate industry and remain steadfast to serving citizens at the highest level and will continue to do so as your Recorder of Deeds. In addition to assisting the community at large with the buying and selling of real estate, my duties require that I stay abreast of political and economic changes on the federal, state, and local levels and have a working knowledge of how these changes will impact the community for which I serve. The Recorder of Deeds position will provide the optimum opportunity to educate and empower my community in the administrative aspects of proper real estate transfer, record keeping, and the fiscal impact that occurs through this particular office.

What makes you the best candidate for this position?

I am the best candidate for this position because I have a legitimate and genuine commitment to serving the needs of the Dauphin County community. I have my finger on the pulse of the real estate industry and governmental changes. I am also uniquely qualified as a real estate professional with the experience to do the job efficiently and effectively. I am accessible and enjoy connecting with citizens to hear what issues and concerns are most important to them and how to best provide a solution that maintains the mission, goals, and integrity of the office.

What issues are priorities for you?

1. Educating and empowering citizens by increasing their awareness of the functions and duties within the office of the Recorder of Deeds. Educating and empowering Dauphin County citizens about the functions and duties within the office of the Recorder of Deeds is essential for promoting transparency, preventing errors and fraud, and empowering individuals to make informed decisions about property and land matters. It also contributes to a more engaged and participatory citizenry, ultimately strengthening local governance and community well-being.

2. Increasing transparency and accountability about the Blight Fund and Affordable Housing Trust Fund. Transparency and accountability can and will build trust between government entities and the public they serve. When citizens have access to information about how public funds are managed and allocated, they are more likely to believe that their tax dollars are being used responsibly and for the intended purposes which helps prevent misappropriation or misuse of funds. Without adequate oversight and disclosure, there is a higher risk that funds intended for addressing blight or providing affordable housing may be diverted for other purposes, including corrupt practices.

3. Redistributing sufficient support from recording activities to adequately fund and sustain the first-time homebuyer housing assistance program eventually increasing the amount of assistance from $3,000 to $5,000. Increasing the first-time homebuyer assistance program makes homeownership more accessible for all individuals and families. This helps address the issue of affordable housing, allowing more residents to participate in the American dream of homeownership. I will vigorously advocate for such changes as this that benefit economic mobility in our community.

Nick DiFrancesco

Ticket running on: Republican

What experiences qualify you to hold this office?

What I bring to this office is more than 25 years of experience in public finance, including a rich understanding of capital markets. During my career I’ve led teams and served Dauphin County residents, and my unique experience working with policymakers and capital markets qualifies me to serve as Treasurer.

Having served as a Dauphin County Commissioner (2004-2010), I gained a deep understanding of the county budget and the importance of good investment decisions. When I left the county in 2010, I spent the next 9 years working with a diverse group of banks, including local community and regional banks, the Federal Home Loan Banking system, and the Federal Reserve. The Treasure’s job requires a combination of knowledge, experience, and relationships, all of which I have developed throughout my career.

What makes you the best candidate for this position?

The taxpayers of Dauphin County deserve a fiscal team that is qualified, capable, and respectful our citizens. As national economy shifts and capital markets become a little less stable, Dauphin County needs leadership that has been tested; leaders who understand the changing markets and can navigate new challenges. I have the experience and look forward to serving.

What issues are priorities for you?

Maintaining fiscal stability, managing the office well, and respecting the citizens of Dauphin County are my highest priorities. In addition to the formal responsibilities of the Treasurer’s office, my goal is to be an advocate for affordable housing initiatives and a partner to our local municipalities, those that are struggling to keep up with aging infrastructure and housing stock.

I attained a bachelor of science degree in Psychology from Penn State University and a juris doctor degree from the University of New Hampshire Franklin Pierce School of Law. My background includes work as a social worker, public defender, and private attorney in the practice of civil, domestic affairs and general practice of law.

As a Magisterial District Judge, I have handled thousands of cases; including criminal, civil, landlord/tenant, emergency protection from abuse orders, truancy, traffic and code violations. I was one of two judges chosen to conduct housing court in Harrisburg City for approximately 4 years, and for an extended period of time I covered criminal hearings for a neighboring court in that judge’s absence.

During my tenure, I have been involved with many non-profit organizations, most recently to include; community service work at the Ned Smith Center and as a board member of the Northern Dauphin County YMCA. I work closely with Northern Dauphin County Human Services to involve case managers and probation officers in all facets of cases which come before me. I am presently on the Northern Dauphin County Homelessness Task Force.

What makes you the best candidate for this position?

My experience both in and outside of the courtroom throughout my career in social services and law has allowed me to acquire the judicial temperament which is imperative as a magisterial district judge. Every individual who appears before me; as a victim, witness, police officer or defendant is treated with respect, patience, and open-mindedness. I am called upon everyday to make fair, non-bias decisions that critically affect people’s lives, protect individual liberties and achieve procedural justice.

As a result of my background as a children and youth services caseworker and juvenile attorney in the public defender’s office, I invest extra time on truancy and summary cases involving juveniles who appear before me. I utilize alternative sentences available under the law to send juveniles to programs, including; stop-lifting, smoking cessation, underage drinking, etc. This allows for accountability, while providing education and treatment when necessary.

For over twenty years I have participated in the Lenkerville Elementary School’s drug and alcohol program, going into the school each year to discuss legal ramifications of drug and alcohol use. As a result of my participation in the program, I started a community service initiative for the entire student body, providing certificates to students who completed the requisite number of hours.

What issues are priorities for you?

On a daily, individual basis, it is most important to me that individuals appearing in my court feel like they have been heard; that regardless of the outcome, they received justice.

The larger issues I see moving forward involve the addiction epidemic and domestic violence. In Dauphin County, progress in these areas has been made through institution of a drug court, services and programming made available to victims of domestic violence, and a move away from monetary bail to denial of bail when lives are in danger/threatened.

What experiences qualify you to hold this office?

I used my time during Covid to complete the course of instruction and pass the examination required by the Constitution of the Commonwealth of Pennsylvania. I completed the course again this past June to continue my certification. According to the Supreme Court and the Minor Judiciary Education Board, I am qualified and certified to perform the duties of a Magisterial District Judge.

It is my background and life experiences that qualify me for this position. Being raised in a family of Law Enforcement, Military Service Members and 1st responders, serving my community has come naturally. I am a strong supporter of the community, which led me to adopt my daughter from the Pennsylvania Foster Care System as a single parent. With my daughter’s needs and my time volunteering, I have gained extensive experience in the mental health field.

The last 13 years I have made an impact on my clients throughout the country, with a business that focuses on women. I hold my certification and I am an expert in the vast world of sexual health, bringing science to the forefront of daily relationships. My unique perspective allows me the ability to understand all walks of life, their struggles, and how each case is as individual as our residence. My old fashion beliefs of community will allow me to protect our families with a strong conviction of constitutional protection. My experience and qualifications make me the ideal candidate to serve our newly expanded district 12.3.01.

What makes you the best candidate for this position?

I was raised by a single mother of 3. I understand the struggles of our families in this district and what they are experiencing in our current times.

I am a qualified and certified candidate who will provide a realistic solution to our district’s needs. I am a blend of tradition, an understanding of the older practices. While integrating new ways to combat our current struggles. I’m willing to make the personal sacrifices for the greater good of our district. For example, court availability, local school incentives, and the energy it will take to correct our current case back-log. With an expansion to our district, it is the ideal time for a fresh perspective.

Those who know me say my patience, integrity, courage, and steady demeanor make me the ideal person to protect, from the bench. I’m committed to serving our community as an unbiased, fair, and dedicated Magisterial District Judge.

What issues are priorities for you?

My biggest concern is our constitutional rights, our Commonwealth of Pennsylvania constitutional rights, and what we have all seen.

I want to protect myself, my family and my business. I know the best way to protect our rights is to protect the rights of our district and all those who live in it.

On the local level, there are a few things in particular I believe could change to serve our growing community. Currently our Magisterial District Judge office is open from 8:30am-4:30pm Monday through Friday. While that is standard, there is discretion allowed to better serve our community. This district is filled with working families. Families who are often struggling financially under the current conditions of our economy. Many families cannot afford to miss a day’s pay to have their judicial needs met. Introducing evening hours would benefit us tremendously and ease the burden on our families.

I would like to see our courts more involved with our schools. Working with our local schools to get children to particiate at an early age, in a fun way. An incentive that will help our younger generation understand and respect the Judicial Courts.

Our area has undergone a lot of changes in reference to the Magisterial Districts. As of January 1, 2024 District 12-3-01 and 12-3-02 will be combined with the exception of Middle Paxton Twp. Which means the caseload for 12-3-01 will be increasing significantly. When you consider this significant change and our recent growth of residences and businesses. I propose it’s the perfect time for someone new. Our current Magisterial District Judge has served us for 24 years. If you’re like me, you like the idea of term limits. You have the chance to make a change. Fresh ideas and a new perspective will serve us well.

School Director for Central Dauphin School District Region II (4-year, vote for 2)

Eric J. Epstein

Ticket running on: Democrat

Occupation: Government watchdog, consultant

What experiences qualify you to hold this office?

I held this office for 8 years and was the only school board director to put forth a no-tax increase budget repeatedly year after year. As a school board director I returned every call and email I received, I increased public participation at board meetings, I fought to eliminate tax breaks for out-of-state companies and saved taxpayers $300,000, I took on Big Pharma and saved CD taxpayers $1.6 million by instituting competitive pricing and rebates.

What makes you the best candidate for this position?

I am a previous Central Dauphin School Board director and I want to build on my record of producing results, reducing costs, and increasing openness and transparency.

As a school board member, I returned every call and e-mail I received over an eight-year period.

As a school board member, I increased public participation at board meetings, eliminated the mandatory sign-up period, and created committees so the public could discuss Building & Grounds, Finance, Personnel, Policy, and Technology.

As a school board member, I fought to eliminate tax breaks for out- of-state companies, and saved taxpayers $300,000.

As a school board member, I took on Big Pharma, and saved taxpayers $1.6 million by instituting competitive pricing and rebates regarding the health care we provide to our employees.

I was instrumental in hiring more counselors, nurses, and teachers, and advocated for better wages for our bus drivers and support professionals.

What issues are priorities for you?

My priories continue to be accountability, fiscal responsibility, openness, and transparency.

Budget: I listened to taxpayers, sponsored three straight no-tax-increase budgets in 2019, 2020, and 2021 without cutting staff or services.

Curriculum: I listened to our staff, fought to eliminate RRR, and save our librarians.

Food: I listened to our students, fought to improve cafeteria service, and extended the food program through the summer with no additional costs for taxpayers.

Safety: I listened to parents, students, and teachers, advocated for security upgrades at all of our school as well as the modernization of playgrounds.

Seniors: I listened to my neighbors, and fought to reopen Landis Field for taxpayer use, and proposed a real estate tax reduction plan for our senior citizens.

What experiences qualify you to hold this office?

I am a former PAC (Parent Action Committee) rep and North Side PTA president, former LMS PTO officer and held various school booster club officer positions over 17 years. Successful volunteer grant writer for NCPC safety grant to upgrade North Side Elementary security. I have now served 3 1/2 years on the CDSD Board and I am chair of the Policy Committee. I also currently serve on the Panther Ram Foundation board.

My husband and I have lived in Lower Paxton Township since 1997 and have raised three children who attended CDSD K-12 and all graduated from CDHS. We have personally experienced the powerful impact of some amazing teachers and coaches on our kids. Teachers and coaches that did not tell them what to think but carefully helped them learn to be critical thinkers, avid readers and thoughtful communicators. Serving on this board is my attempt to preserve and defend access to this type of public education.

My experience as a local taxpayer informs my belief that we must do everything we reasonably can to keep our children safe at school while providing access to as many additional resources and supports that we can for our students that face so many other hurdles in their journey through school. It is my experience that safe and successful public schools translate to safer communities and higher property values.

What makes you the best candidate for this position?

I have learned so much in my first term on the CDSD school board. It is a large district, and it really does take some time to understand the budget, what is discretionary spending (very little) and what is not. It was arguably one of the most difficult times in the district’s history to navigate. I felt strongly throughout the pandemic that our children should have stayed in school in person with an online option for any family who needed it. I was vocal about this. I also understood the real-world effects of certain state and federal mandates and how risk-benefit analysis is not one-size-fits-all. However, I know that I am only 1 of 9. There is a time to present research and make your case for what you believe is right for the people you represent and then there is a time to accept when you are not in the majority and do your best to work together with others to bring about the best possible results for our community.

One thing I can report to our community that has definitely changed in the time that I have been on this board, we are having more thoughtful discussions and much better communication in our work sessions. I am hopeful this will only improve in the coming years as we push for change and more transparency in decision making. I have been instrumental in pushing for more internal training and mentoring on this board. I wish to promote a collaborative environment that seeks input from all nine directors rather than a top-down controlled administration that values conformity over what is often best for our community and more specifically, our children.

What issues are priorities for you?

Fundamentals of education: -I personally want to see a return to a laser focus on making sure all our students are mastering the basic building blocks of a great education. The pandemic definitely had an effect on all of us, but it can’t forever be our excuse. Standards matter and goals matter. There are lots of trendy educational topics out there and all kinds of ways society seems to want to sidetrack our students, but we have to focus K-12 on giving students the tools to be successful life-long learners, to be kind and treat others as they would want to be treated. We seem to be very focused on complicating these goals and it isn’t that complicated.

Bringing us together: Here is what is complicated. Our amazing school district, the ninth largest in the state, has students from 91 countries that fluently speak 57 different languages other than English. Nearly 2,000 students are currently learning English as they are doing their best to understand all the other subjects. I understand the desire to celebrate and highlight our differences, but I personally believe we would be much better off if we focused on what we all have in common — which is almost everything. As parents, we all want our children to be happy, healthy, kind and successful in their goals. I want to bring people together so we can focus on what really matters.

Teacher and student safety: This is an area we have seen some real challenges in since returning to in-person school. It is so important that we quickly address this so all students and educators feel safe at school. I would really like to see us develop our own alternative education program that parallels our curriculum.

What experiences qualify you to hold this office?

I think my unique educational and professional experiences qualify me to be a school board director at Central Dauphin School District. First, I am closing in on the end of my initial term as school board director, so I have direct and recent experience in being a part of the team successfully managing the District. Further, my experiences as a lawyer in which I am required to keep up with the law and apply it to new and evolving situations also qualifies me to hold this office.

What makes you the best candidate for this position?

I am the best candidate for this position because I am the only candidate with substantial experience handling complicated, multi-million dollar government contracts. Moreover, I am the only candidate with a child that will be entering or currently is in the district’s schools, so I have a strong vested interest in the district’s success. If I am elected, I will combine those professional experiences I previously mentioned with my educational background in tax, finance, and economics, and continue to contribute to the board’s conversation in a way that is undoubtedly unique. I would also continue to deploy my advocacy skills and technical ability to ensure that we are not wasting any of the tax dollars we receive from our residents.

What issues are priorities for you?

The most important issue facing the office I am seeking is how does the Central Dauphin School District ensure it continues to provide a meaningful educational experience in a fiscal landscape that is forcing more and more cuts to programs and services. In that regard, I find it most important to take a look at the district’s efforts towards its STEM curriculum. Our district is falling behind in this area, all the while it is becoming increasingly integral for our students’ success upon graduation to have a solid foundation in this area. I have worked with the administration towards making progress in STEM and our technology offerings, but there is still more work to be done! Along those same lines, across the nation and this Commonwealth, there is a severe teacher shortage. This district has not been spared by that shortage. As such, this District needs to continue to be innovative in an attempt to address the shortage and develop ways to attract qualified candidates to teach in our schools. Another issue that is a priority for me, which I have not already mentioned in my answers, is school safety. Maintaining student and staff safety needs to always remain a priority and I will continue to keep that concern top of mind if I am elected for a second term. Last, but certainly not least, is maintaining civility and respect on the board for other board members, staff, and the public. A well-run district and school board exhibits a healthy level of civil discourse while also maintaining a high level of respect for each other. It just takes approaching each issue with an open mind, actively listening to others, and working together to develop common-sense solutions.

Occupation: Retired public administration

What experiences qualify you to hold this office?

Forty years in financial and personnel administration. Holding a variety of administrative and supervisory positions that covered more than 45 years. I have experienced many community interactions during my 57 years of living in the Central Dauphin School District.

What makes you the best candidate for this position?

I have served on the Board of School Directors for the Central Dauphin School District since 2003 and currently hold the position of board president. Considerable knowledge and experience in school law policy and administration.

What issues are priorities for you?

1. The paramount issue continues to be the safety and health of our students and staff.

2. Addressing the major learning loss that occurred during the Covid-19 pandemic. We must use all available resources to assist student recovery from this horrific event.

3. There continues to be significant increase in our student population. Effective planning must continue to address this issue while always respecting taxpayers who foot the bills for either building on to several of our 19 schools or building new schools.

What experiences qualify you to hold this office?

I have been part of the Central Dauphin School District for my entire life. I started in what was called the Lower Paxton School District in 1964. I am a 1977 graduate of Central Dauphin High School. I am a recently retired CD teacher of over 32 years. I have four children, all graduates of CD Schools. I also have five grandchildren, all of whom attend or will attend CD schools.

What makes you the best candidate for this position?

I have taught in the CD district for over 32 years in both the elementary and secondary settings. I had the privilege of working in nine different buildings with over a dozen principals. My work with several curriculum committees, extracurricular activities, as well initiatives such as Bullying Programs has given me insight from an internal perspective. I have Bachelors and Masters Degrees in Education from PSU and Temple University. My wife, Jamie, is an educational consultant with the Capital Area Intermediate unit. With all of my children graduating from Central Dauphin. I also understand the Central Dauphin District from a taxpayer and parent’s perspective.

What issues are priorities for you?

School Budget: Bloated budget that can be eliminated by reducing unnecessary administrators and unnecessary testing practices. Money needs to be prioritized to student needs, Such as class size, air-conditioning and behavior issues.

Our current board has allowed seasoned teachers to walk away from our district because of major student discipline issues, elementary schools to go un-air conditioned, and $9 million to be spent on the construction and maintenance of unnecessary turf fields rather than address the classroom needs of each and every attending student.

Curriculum: One size fits all college-bound curriculum, based on test scores, that is too rigorous for most students. Teachers need to be part of the process to make sure it fits the cognitive readiness of the students.

Hiring: Open, transparent hiring of qualified administrators. Too many unqualified , non-certified administrators are being hired…. Which I believe is a major contributor to the problems in our district. Teachers and parents need to be part of the hiring process to prevent nepotism and buddy hiring.

I want to make sure your voices are heard! I have the unique perspective of being a student, a graduate, a father, grandfather, teacher and taxpayer in the Central Dauphin School District.

What experiences qualify you to hold this office?

As a parent to two students in the school district, I take the opportunity to serve on our school district’s school board with a high level of respect and humility. Having had an opportunity to serve as a school board director for the last two years and as a parent, I have seen, firsthand, the challenges we face as a school district. My family has been a part of this community for over 20 years, and it is where my wife and I chose to build and raise our family in large part because of the educational opportunities. Having served the community as a township supervisor, as well as a volunteer in numerous community organizations, I cherish the opportunity to serve once again in helping to guide our school district to achieve its highest level of success, resulting in the advancement and success of our young people, now and in the future. My professional experience has allowed me to serve as a member on several boards of directors across the country and provided the example of servant leadership that I hope to bring to our school board. Additionally, as a government affairs professional, I am experienced working at the local, state, and federal levels to achieve legislative and regulatory success.

What makes you the best candidate for this position?

The benefit of serving as a school board director for the last two years, while also being a parent, provides me with valuable insight. This experience helped me guide our school’s administration and my fellow board members to make educated and informed decisions concerning our students and teachers. The opportunity to lead our Personnel Committee, shape policy, and improve our interview and hiring processes has been a point of focus during my time on the board. We have improved and reformed the process to create accountability on both sides. Infusing a collaborative process between the board and the administration has been essential to growing as a district and being able to tackle challenges together while filling our district with qualified and successful educators and professionals. In my professional capacity, good communication and transparency are critical to success. Over my 20+ years in government affairs, I have learned how to be an effective communicator with most every type of group and individual. Effective communication and transparency are attributes that I do not take lightly. It is imperative that we, as a board, and I, as a school board director, communicate with our community, teachers, and students to make sure all our partners are informed. In addition, we must encourage our leaders throughout the district to engage and communicate with our community and our families. Communicating with parents and guardians and bringing them into the process can only help strengthen the district and our schools. That communication cannot be a one-way conversation. Effective communication includes being an active listener and absorbing the ideas and policy suggestions from our community. I pride myself on my ability to listen to the views of others, whether in agreement or not, and work with all sides to maximize the best result for everyone.

What issues are priorities for you?

As many around the country have unfortunately witnessed, our children’s safety in their schools has become one of our primary missions and a renewed focus. We as a board, as an administration, and as a community, need to ensure that our teachers and our students have the safest and best possible environment to teach and learn. Our board is constantly examining ways to improve in this arena. We need to do better, and we can. It starts with the leadership (board and administration) of the district but extends to the leadership of the schools. We must listen to our principals, our teachers, and ultimately our families to support them appropriately. Every school’s needs are different, and we must be flexible and understanding to accommodate those differences. We must enforce the current student code of conduct, while being understanding and empathetic, and always look to make improvements where needed.

We must be good fiscal stewards of the taxpayer’s money in concert with educational success. I am proud to say that in my two years serving on the board, I have not voted to raise taxes. In addition, we have increased our capital budget which has enabled us to purchase a new building to house our cyber academy as well as build artificial turf fields for both high schools. We have recently approved numerous building upgrades throughout the district, and they will continue.

Finally, it is incumbent upon us to work in tandem with our administration to create a positive professional environment for our teachers and learning communities for our students. Teachers are the backbone of our school district. Our teachers have sacrificed so much over recent years, it is critically important that we recognize and celebrate their efforts.

Occupation: Consultant & small business owner

What experiences qualify you to hold this office?

I am the daughter of a first-generation schoolteacher and retired Colonel/Environmental engineer, wife of a firefighter and Harrisburg City Police K9 officer who just retired after 20 years of exemplary service, and mother of two students in 8th and 10th grades at Derry Township schools. My husband, Kelly, and our two children moved to Hershey from Harrisburg City over a decade ago, drawn to this community by his deep family roots in Hershey’s history and Derry Township’s commitment to educational excellence.

I hold a bachelor’s degree in jurisprudence and other human resources and legal studies certifications. With 20 years of dynamic business success in operational and risk refinement, I enjoy turning challenges into opportunities. The last five years have been spent concentrating specifically on human resources, contract review, and working as an independent consultant advocating for my clients, businesses, their customers, and employees.

I’ve volunteered with my kid’s schools, a National MS Society Captain since 2009, a member of the Legal and Legislative Committee of Human Resources of Central PA since 2018, and the Hershey Italian Lodge Women’s Auxiliary. I also serve on Derry’s Environmental and Climate committees, Parks and Recreation Committee, and the School District’s Pandemic Team. On the Pandemic Team since 2021, I solicited and advocated for parental involvement and transparency, offered comprehensive research data on comparable schools and legality, advocated for an independent industrial hygienist, and various wellness and mental health initiatives for the Derry Township School District.

I own Rock Hill Heritage Farm of Hershey. As a certified Permaculture designer and teacher, I’ve enjoyed working with various businesses, teams, and nonprofits (in VA and PA) committed to building healthier communities. I’ve spent the last ten years partnering with the Derry Township residents and businesses to educate and foster improved stewardship of our community.

What makes you the best candidate for this position?

I am the only Derry Township School Board Candidate with a human resource and legal background, an enormous asset in our valued school employees’ challenging operational and employment climate. Having utilized private and charter schools with our kids, I have a great deal of valuable context and perspective on the direct competitors for our students, our funding, and our staffing. My career of advocacy (professionally and privately) and extensive business experience (legal management, HR, negotiation, contract review, small claims court litigation, and business operational refinement) offers a truly unique and dynamic perspective to all the functions a School Board Director is elected to address in operations. The school district is a business entity, employer, and invaluable medium for education and community. My two decades of experience in operational and risk refinement also provide an opportunity to ensure checks and balances for all taxpayers and residents.

I have spent my entire career and most of my private off time advocating for companies, employees, small businesses, and causes I love. I care about our community and all our valuable residents of every age. I am not a politician; I have no ethical, employment, moral, or financial conflicts of interest with the position I seek. I genuinely enjoy collaboration and creating inclusive, healthy communities and environments. I can advocate and address conflict civilly and effectively, having spent much of my career litigating in small claims court, negotiating settlements, and mitigating contracts for my clients & employers. I enjoy challenges and finding inclusive and positive solutions to problems. I am also honored and appreciative of the five other uniquely qualified and caring candidates on my team (Brackbill, Hollinger, Koch, Mitchell, and O’Connell), which will provide unmatched professional competencies for all that a school board is tasked to address.

What issues are priorities for you?

My most significant priorities will be transparency, community, academics, fiscal responsibility, wellness, and employment excellence.

There are many options at our disposal to create transparency and inclusion for our parents and community, which will bring more opportunity to enhance the district’s work and utilize overlooked resources and connections in our historic township. We must be sure to measure and mitigate all Covid academic losses for our kids and teachers. I will use the significant assets from my analytical business skillset and my team to ensure that we operate fiscally responsibly. With the current board focus on a new school, continued tax increases and the potential of more will continue to force out residents, especially after the Covid shutdowns left many in economic hardship. Wellness is a huge focus for me. Getting our kids moving, away from devices, eating real food, and their emotional and mental well-being is a priority I’d like to convey to the forefront of the board. Utilizing my human resources background, I want to ensure we use every benefit and option to support, nurture, and enhance every staff member. We want to use the best hiring, retention, and human resources practices and policies to provide staff with appreciation, acknowledgment, and support to inspire their work. As a school board director, I will work with valued parents, exemplary staff, and fellow board members to provide a positive, efficient, fiscally responsible, safe, transparent, and healthy school community for our cherished children and employees.

Andrea Mitchell

Occupation: Small Business Owner

What experiences qualify you to hold this office?

I am a second-generation graduate of Hershey High School, wife, mother, small business owner and reside in downtown Hershey. I have a professional background in communications, bookkeeping, marketing, and event planning, but more importantly I have decades of experience in service and leadership roles for various organizations. My professional and personal experience have provided me with a range of qualities that are advantageous in governance roles and my skills of professionalism, organization, budgeting, objective thinking, and attention to detail would be an asset as a school board director.

Having served on the Board of Directors for both educational and athletic parent associations, I hold many years of executive board experience. I have held the title of treasurer, vice president and president on various boards and am well-versed in the confidentiality, collaboration, conflict resolution, and budgeting requirements of board membership. On a school district level, I had the honor of holding the role of Hershey Elementary School PTO vice president and president for four years. In these roles I spent hundreds of hours inside the school serving alongside a phenomenal staff and team of volunteers. More recently, I have gotten involved on a school governance level as a citizen advisor for the Derry Township School Board.

Public education and service are quite a large part of my family’s story. My husband has been an educator in a neighboring school district for over twenty years and our daughter is planning to pursue a career in Elementary Education. Derry Township’s reputation for academic excellence, amazing resources, and top-notch staff is what prompted our family to make Hershey our forever home. As a graduate, parent, and volunteer I have experienced this firsthand many times over and I am excited at the possibility of serving the community as a School Board Director.

What makes you the best candidate for this position?

There is great value in the legacy of our district, and I wish to see it continue to be held in high esteem as a provider of both an outstanding education and the broader needs of all students.

In order to do this, we must put politics and private agendas aside and work together for the academic and personal achievement of every student. Staying laser focused on the shared goals in our district and keeping the success and safety of every student at the forefront of every decision, will ensure the right intentions stay in place. I have a proven track record of impartial board leadership and collaboration skills and I will make it a priority to listen and value the diverse perspectives and backgrounds of other board members, school staff, administration and constituents. Separating personal preference from the responsibility and role of a board member is a skill I have mastered, and as my only child graduates in 2025, I can genuinely say that I will serve all students and staff without bias.

If elected, I will work alongside fellow board members and school administration to ensure that parent input and involvement is welcome and valued as an integral part of a student’s educational experience, and that transparency is at the forefront of all policies and programs. Further, as we work to meet the growing demands of our students and staff, including the forthcoming building of new facilities, I pledge to be a representative for all taxpayers in Derry Township, parent or not. As residents of this remarkable town, we all have a vested interest in the success of our school system. I will work diligently to foster confidence in the institution, provide fiscal and scholastic accountability, and serve without a personal agenda for the good of Derry Township.

What issues are priorities for you?

I believe in the importance of upholding our district’s reputation for high academic standards, professional merit, and parent involvement. Academic and personal achievement for every student is imperative as we seek to make a lasting impact in our own community and the community at large. Stakeholders must make sure school staff are adequately supported and resourced so that every student has what is needed to achieve their greatest potential. The curriculum and policies we implement today will ensure students have the academic resiliency and skills needed to become successful global citizens in the future.

There is still work to be done to regain what has been lost from the pandemic, to foster trust in the system and provide total transparency to interested parties. We must address learning gaps, staffing shortages, safety and disciplinary concerns and the rise in mental health issues. As we meet these demands, we must also carefully consider how to meet those needs with fiscal accountability to the hard-working taxpayers of our township. School board directors must balance the wants and needs of the school system while ensuring affordability for residents and taxpayers. The school board, school administration and community members must work together towards these common goals to ensure a bright future for residents, students, and staff.

I am a 14-year resident of Derry Township and lifelong South Central Pennsylvania resident. My wife and I chose Derry township specifically for the renowned school district and have had two children who have recently graduated and currently have a child in the elementary school.

I am a graduate from York Suburban High School and obtained my Bachelor’s Degree in 2006 from Shippensburg University. I also have an anticipated December 2023 graduation for my MBA, also from Shippensburg University.

From a professional standpoint, I have spent the past 17 years working at a major insurance company. Currently, I hold the position of staff operations director within their national claims division. In this role, my duties include aiding in budget planning, staffing projections, developing short and long-term strategies, and managing logistical operations that support a workforce of over 1,400 individuals.

Personally, I have been an active member of the community. I was active in the Hershey Little League organization and held various coaching roles for over six years. I was also the Treasurer for the Hershey High School Boys Soccer team for three years and served in other capacities for a total of five years. My wife and I recently became USA Certified Swim Officials helping support the Hershey Aquatic Club and future Hershey swimmers. I currently serve as a Citizen Advisor to the school board within the Policy committee.

What makes you the best candidate for this position?

I believe I would be an excellent candidate for a school board director position due to my combination of skills, experience, and community involvement. As a member of the school board, I would bring a fresh perspective and a commitment to collaboration and communication with all stakeholders, including teachers, parents, and community members. I believe that transparency and open dialogue are essential for making informed decisions that benefit the students and community as a whole. I am committed to working hard and making a meaningful difference in the lives of students and families within the school district.

What issues are priorities for you?

I am passionate about transparency within the school system, parental input and involvement into the policies and processes that affect their children, mental health awareness and resources, and the importance of fiscal responsibility.

Occupation: Communications Specialist

What experiences qualify you to hold this office?

Growing up on my family’s farm, I learned to work hard, problem solve and focus under pressure. There, I also learned the importance of community and the understanding that all things that grow must be nurtured. With this foundation, I flourished in the classroom, taking full advantage of public education to broaden my horizons.

A Penn State graduate, I worked in both the public and private sectors before beginning my nonprofit career at The Food Trust, an organization committed to healthy, affordable food access for all communities. Currently, I work for the Farmers Market Coalition, a national nonprofit dedicated to supporting and advocating for farmers markets and family farmers.

My nonprofit experience – including planning, policy, budgeting, fundraising, communication, advocacy, and collaboration – would translate well, if elected. Most importantly, as a proud mother of a second grader at Hershey Elementary and a preschooler, I would provide the perspective of a parent personally invested in the success of the school district.

My husband Patrick and I both enjoy being active members of the Hershey community; Patrick serves on the Hershey Little League Board and is a coach, while I have volunteered as class Room Parent and love to pitch in to help with our children’s activities both inside and outside the classroom.

I come from a long line of family members committed to public service and volunteerism and understand the importance of staying engaged and active within our communities. In addition to my professional experiences, and personal experiences as a mother and volunteer, I have deep respect and admiration for our educators, and view the opportunity to serve on the Derry Township School Board as a way to give back to public education – an institution that invested so much in me.

What makes you the best candidate for this position?

In addition to my professional and personal experience, I am genuinely passionate about public education. I know the difference it has made in my life, and in the lives of countless others. I have the skills and desire to do the work, and cultivate an environment based on mutual regard and collaboration among all stakeholders to best serve the success of the school district. I pride myself on my ability to work with diverse groups and ideas, while standing firm on respect, inclusivity, and dignity for all to guide my decision-making.

The Derry Township School Board is made up of nine members working together to make decisions that will shape the future of our school for years to come. In the next term, our board will weigh two critical priorities: the construction of a new elementary school and renewal of collective bargaining agreement contracts.

If elected to the board, I will work collaboratively and transparently with my fellow members, as well as students, teachers, administration, and residents, to drive these initiatives forward. I value perspectives of people with backgrounds different from my own, and believe that in order to be an effective board member, it is important to foster a culture of partnership, open-mindedness, and respect for the people of our community.

I loved school and want all our kids to love school. I still remember the teachers that helped me discover my love of books, history, art, and civics. I believe education is a lifelong pursuit and much of what inspires our curiosity to learn is sparked in our earliest years. With budget in mind, I want students and teachers to have the support and resources they need to thrive, and meet the high standard of education Derry Township residents take pride in and want for all our children.

What issues are priorities for you?

– Cultivate a school culture grounded in respect, critical thinking, responsible citizenship, and lifelong learning.

– Empower our district’s teachers and administrators to maintain Derry Township at the highest level of academic excellence by equipping them with the necessary support and resources to do so.

– Expand opportunities and engage students by investing in the integration of arts, music, STEM, sports, and other extracurricular activities to their educational experience.

– Prioritize fiscal responsibility, long-term budget planning, and accountability to taxpayers.

– Encourage open channels of communication between district and community to ensure district policy and priorities reflect the will of the community without compromising integrity in academic standards.

– Create an environment of inclusion where the dignity and individuality of all students, families, teachers, staff, and community members is respected, honored, and celebrated.

Occupation: Stay-at-home parent

What experiences qualify you to hold this office?

I have a vested interest in the future of our District because my 6th-grade twins and 10th-grade son have been attending Derry Township Schools since kindergarten. Any vote that would come before me will affect my own children as well as yours.

I have been attending DTSD School Board meetings for years and have great respect for Dr. Winslow’s team and its continued pursuit of upholding the standards of excellence we have all come to expect from Derry Township Schools.

I’m humbled to live in a community that is a sought after place to raise children largely because of the reputation of our nationally-ranked public school system. I’m ready to accept the responsibility of ensuring the future success of our community by supporting our teachers, the administration and support staff. My family values community service. We have spent many years as a Scouting family. We are also honored to participate in my favorite event of the year, the Cocoa Packs Presents annual toy drive. My husband and I have been teaching our children, by example, from a young age that spreading joy and respecting our neighbors are an important part of our family values.

This upcoming general election could be a consequential turning point in the direction of Derry Township School District. With 6 of 9 seats up for grabs, your vote will make a difference whether or not our schools embrace the future or take steps back. I want the best opportunities for all of our children in Derry Township; after all, it’s a publicly funded institution charged with providing an excellent education for all of the students in the district.

What makes you the best candidate for this position?

When my oldest son was born, everything I did before that ceased to matter. He was 7 months old when I became a stay-at-home parent and I’m thankful to have been able to be with him and truly mold him into the kind and responsible young man he is today.

Fast forward to the present day, I have 3 kids attending public school. When walking to and from school, I can’t help but to imagine what the future holds for all of the sweet kids that are just beginning their own school careers. Will they have the same opportunities that my kids had? Will books be taken from the libraries that might help them navigate their own personal experience? Will the exceptional teaching staff be lesser because of teacher retention issues that some other districts are experiencing? Will they feel safe being in the classroom? Can we continue to prepare the children of Derry Township to not just excel, but empower them to be outstanding global citizens?

There are high stakes in this upcoming election. Our outdated elementary school has outlived its life and as taxpayers, we have important decisions to make. As a cost-conscious, one-income household, I will make fiscally responsible decisions regarding tax increases to pay for this massive project.

At the end of the day, I’m a mom who is filled with hope they if we continue to nurture, protect, encourage and love all of the children in our community, they will continue to thrive and pay it forward.

What issues are priorities for you?

•Provide our district’s teachers and administrators with the necessary resources to maintain a high level of academic excellence.

•Cultivate an environment based on respect, critical thinking, responsible citizenship, and lifelong learning.

•Engage students by integrating arts, music, STEM, sports and other extracurricular activities into their educational experience.

•Prioritize accountability and fiscal responsibility.

•Encourage communication between our schools and our community to ensure school policies reflect the will of the community.

•Create an inclusive environment that respects the dignity and individuality of all students, families, teachers, staff and community members.

What experiences qualify you to hold this office?

As a university professor and biomedical engineer, I greatly value all aspects of education. My love of learning led me to earn a Bachelor’s Degree in Engineering from Penn State, a Master’s Degree in Engineering from MIT, and a Doctorate in Biomedical Engineering from Johns Hopkins University. I understand the necessity of teaching children how to think creatively and critically in order to prepare them for success in a competitive, global marketplace. If elected, I will empower our district’s teachers and staff with the necessary resources to maintain Derry Township’s standard of academic excellence.

My wife and I are long-time Hershey residents, and have three children currently enrolled in Derry Township area schools. Through our involvement in school activities—such as field trips, classroom activities, Career Days, International Fairs, music performances, theater performances and sports leagues—we appreciate the rich variety of academic and extracurricular opportunities offered to students at Hershey. This freedom and flexibility, combined with our excellent staff, creates an outstanding learning environment.

As an active community volunteer, I have met and engaged with many Derry Township residents. In addition to volunteering at an animal shelter and coaching rec-level soccer, I mentor high school students who receive school-approved research positions in my academic laboratory. Also, I have enjoyed sharing my interest in creative problem-solving as a scout leader and as a LEGO Robotics League mentor. If elected to the school board, I will prioritize the needs of the children in our community and continue to remain actively engaged.

My experience running a successful research lab has prepared me to serve on the board of directors. By allocating resources, approving budgets, overseeing priorities and working with others, I will help create an environment that meets the needs of all students and families.

What makes you the best candidate for this position?

I am the best candidate to serve on the DTSD Board of Directors because I understand that every child is unique and worthy of respect. I recognize that Derry Township schools are staffed with extraordinary teachers, staff and administrators who devote their time and talents to their students on a daily basis. I recognize the commitment of parents and community members to ensuring student success. As a member of Derry Township’s School Board, I will do my best to support our students, our schools and our community. As an academic researcher and lifelong learner, I am qualified to prepare Derry Township’s students to achieve success at top-tier universities and institutes. Creativity, critical thinking, problem solving, good sportsmanship, integrity, empathy and access to high-quality curricula help create well-rounded students who are prepared to enter the world as independent, innovative, emotionally secure adults. Regardless of a student’s chosen pathway—college, trade school, art school, armed services, or something else entirely — an investment in both academic opportunities and extracurricular activities is crucial. All students deserve a learning environment that celebrates their individual strengths and talents while meeting their individual needs. My experiences as a community volunteer, a coach, a mentor, a leader, a lab manager and a professional educator have prepared me to work with other people in setting school-wide objectives. If elected to the DTSD Board of Directors, I will prioritize the success of each student, encourage the involvement of each family, support our faculty and staff, continue Derry Township’s reputation for excellence, and help create an environment where everyone feels included, valued and safe.

What issues are priorities for you?

•Cultivating a school culture grounded in respect, critical thinking, responsible citizenship, and lifelong learning.

•Empowering our district’s teachers and administrators to maintain Derry Township at the highest level of academic excellence by equipping them with the necessary support and resources.

•Expanding opportunities for engagement of students by investing in the integration of arts, music, STEM, sports and other extracurricular activities to the educational experience.

•Prioritizing fiscal responsibility, long-term budget planning, and accountability to taxpayers.

•Encouraging open channels of communication between district and community to ensure district policy and priorities reflect the will of the community without compromising integrity in academic standards.

•Creating an environment of inclusion where the dignity and individuality of all students, families, teachers, staff, and community members is respected, honored, and celebrated.

Occupation: Professor of Education at Lebanon Valley College

What experiences qualify you to hold this office?

I have been a proud member of the Derry Township School Board since May 2022 and currently serve as Vice President of the Board. I am an alumna of Derry Township School District and reside in Hummelstown with my husband and three young children.

I have dedicated my entire career to education. I have a bachelor’s degree in both early childhood and elementary education, a master’s degree in literacy education, and a doctorate degree from Drexel University in educational leadership and policy. I began my career as a public school teacher and spent several years working in different roles in public school systems. Currently, I am a professor at Lebanon Valley College teaching in the early childhood and special education department. In my career as an educator, I have been invited to speak at numerous national education conferences regarding my published research. My most current research revolves around family engagement practices and ensuring all children have quality and accessible resources to build the necessary foundation for learning.

In addition to my professional career, I have enjoyed being active in the community, involved in the PTO and volunteering in various classrooms in the district.

What makes you the best candidate for this position?

As a current member of the board, I believe that our vision for the future must be a collective one. I was unanimously elected by my board colleagues for the vice president role in December 2022. During this process, my colleagues stated attributes such as being prepared, open-minded, and making informed decisions as qualities that made me a valuable candidate for this role. I pride myself on actively listening to different perspectives and valuing the wealth of expertise each member brings to the table. I will continue to work hard to foster a spirit of collaboration and respect on our board.

What issues are priorities for you?

School safety: School safety is paramount, as it creates an environment where students can thrive without fear or distraction. School safety measures must include physical security measures, such as secure entrances, emergency protocols, crisis management as well as bullying/cyberbullying prevention and mental health support. I will advocate for policies and programs that ensure we are effectively addressing bullying concerns and prioritizing an anti-bullying culture. In addition, the importance of mental health support in schools cannot be overstated. Schools are not just places of academic learning; they are places for children to socialize and develop relationships. By prioritizing mental health support, schools not only enhance academic achievement but also create an environment where students feel safe, valued, and supported. We must continue to destigmatize seeking help and encourage a culture of empathy, understanding and support.

Occupation: Physician

What experiences qualify you to hold this office?

I grew up in Central Pennsylvania and graduated from Cumberland Valley. After graduating from West Point in 1990 I spent 26 years in the Army, first as an infantry officer then as a physician before I returned to Central Pennsylvania. My 26 years in the Army and 22 years as a physician gave me the leadership experience, knowledge and organizational skills to be a successful school board member. As a leader I found it is important to foster an environment that allows people to speak openly and directly while respecting other people’s opinions, even when you disagree. My career as a physician has taught me the importance of basing decisions on facts and the available evidence while acknowledging there are areas where evidence is sparse.

What makes you the best candidate for this position?

My 26 years in the Army gave me the leadership experience, knowledge and organizational skills to be a successful school board member. My 22 years as a physician have taught me the importance of making decisions based on facts and working with every member of the healthcare team to provide optimal outcomes. Succeeding in a diverse organization requires working with everyone, not just the ones who share your political or religious beliefs.

What issues are priorities for you?

By incorporating fact based decision making into an collaborative environment I will make sure the Derry Townships Schools remain a place where children have the resources to succeed in school and life, the teachers and staff of the school district have the resources to needed to provide the expected outstanding education, parents are ensured transparent and open lines of communication, and the taxpayers are confident the district is using money in a fiscally responsible manner.

I worked with local businesses to support CRPHS’s innovative work study model to provide a college preparatory education to its students. I partnered with other teachers, staff, and organizations to establish several student enrichment and extracurricular programs. I served as a running leader in Students Run Philly Style, mentored students in the McNamee Scholars Program, and played an integral role in developing the Cristo Rey Mentorship Program, emphasizing the importance of overall health in student success.

As the parent of a kindergartener and third grader at Hershey Elementary School, I am actively engaged and invested in our schools. I regularly volunteer at an area preschool, participate at Derry Township PTO events, and serve as a citizen advisor on the DTSD Curriculum Council. I also enjoy spending time outdoors with my family, especially at the Hershey Community Garden, on a local trail, or at my children’s sporting events.

What makes you the best candidate for this position?

I believe that my knowledge, skills, and experience developed as a high school teacher make me a highly qualified candidate for school director. I have taught in various types of institutions throughout my career, equipping me with a diverse and expansive understanding of schools and how they function. Occupation: Communications Coordinator

What experiences qualify you to hold this office?

I’m a Lower Paxton taxpayer, husband and dad.

As supervisor, I’ve worked to maintain one of the lowest property tax rates in Dauphin County while delivering effective, efficient public services.

We created six new communications platforms to increase transparency and interact with residents, and launched the largest parks improvement initiative in township history (using almost no township tax dollars).

Strong support for police and fire services helped produce low crime rates and safe communities to raise a family.

I chose to raise my family in Lower Paxton and I’m committed to helping others do the same.

What makes you the best candidate for this position?

I’ve served on local boards and committees for more than 20 years, including being elected to two terms on Central Dauphin School Board. A record of working with others to get things done is what makes me the best candidate for this position.

Running township government effectively, at the lowest cost possible, is what the job requires. It requires looking ahead and planning.

We’ve launched 3 major strategic plans:

* Long-range Financial

* Parks Upgrades

* Long-range Fire Protection

What issues are priorities for you?

My priorities are effective, open government, delivered at the lowest cost, and ensuring Lower Paxton remains a safe, stable community you can raise a family in.

Redeveloping the Colonial Park Mall remains a top priority. We’ve passed a new zoning measure to help make it happen, but it’s private property. I’ll keep working on it.

Implementing long-range plans for financial operations, public safety and parks is another priority. This is important for us as well as future boards and taxpayers.

Road improvements, timely communication with residents and managing growth are priories as well.

A new Community Outreach program is bringing township staff together with community groups to share ideas. This was a priority of mine that I’ll be following.

Filling vacant stores and promoting economic development is a priority. We created an Economic Development Coordinator position to get the job done. We’ll have to track this.

Occupation: Retired elementary school teacher

What experiences qualify you to hold this office?

I think the most important experience that qualifies me to hold this office that I have is working collaboratively within a committee of people that have different and sometimes opposing viewpoints. That qualitative experience is difficult to translate into something tangible, but in my opinion it is the most important component of joining a board of supervisors, a board of advisors, or a board of trustees for example. Also, I am an attorney with direct experience reviewing and negotiating contracts. I believe my legal background will aid me in understanding and negotiating contracts that should be beneficial to Township residents. Additionally, my experience as a Judge of Elections, a Minority Inspector and that I am currently Committee woman for the 2nd precinct will help me as I serve the people of Lower Paxton Township. Furthermore, my classroom experience will aid me in working with the various personalities and characters that I will encounter in the role of Supervisor. Finally, as a foster parent I also have experience working with numerous parties who don’t always have the same goals in mind.

What makes you the best candidate for this position?

I represent a significant portion of the residents of Lower Paxton Township who are not currently represented demographically on the Board of Supervisors. According to the latest census, our township is 52% female, yet our Board of Supervisors only provides 20% representation of women currently and zero representation of the African American residents of the Township. I believe that my role as a woman, a long-term resident of Lower Paxton Township, a retired school teacher, a foster mom, an attorney, a neighbor and a community activist position me to encourage increased participation among township residents, develop relationships built on trust and transparency and to listen directly to the issues that are important to everyone regardless of their political affiliation. The May primary results show that the Township residents are ready for a change in the Board, as I received the top number of votes out of the 4 candidates running.

What issues are priorities for you?

I think demystifying the idea that everyday working people are either not qualified or interested in local elections and matters that affect their everyday lives is a huge priority for me. Township residents care about their community and about being engaged and so I want to engage them. I want to listen to the issues that they present to me. I also want to bring more awareness to development contracts, and how the township plays a role in public education and in preserving the environment. Also, just like everyone else who lives or works here, I care about traffic, road conditions, speeding, land use, policing, and fees. As these are the issues that are priorities to voters as an elected official that wants to serve the public these are the issues that are important to me.

What experiences qualify you to hold this office?

My experiences in constituent services and as an organizer have taught me how to engage with people on a variety of issues and topics in a respectful and responsive manner. Listening, empathy, and having a desire to help people are all qualities that an effective public official need that I possess.

What makes you the best candidate for this position?

I very much reflect the community I would represent. My wife and I raise three children who are all in school, we both work, and we are renters. This background helps in knowing the problems families face within our community and what their different worries are also.

What issues are priorities for you?

Traffic Control Measures: There is a high need for traffic control measures in Penbrook. There are many speeding vehicles going down small one way streets where children are playing. While speed bumps in some areas would help, the entire borough would benefit from having posted speed limits and painted crosswalks. There have been children hit in the past, vehicles going too fast to stop at posted stop signs, and many crashes.

Transparent Government: There have been many discussions and votes on different topics without gathering community input. While not every vote requires community input, those that change the way people live should be given more awareness and discussion.

What experiences qualify you to hold this office?

I was a Borough Councilwoman from 2009 until 2017 and Borough Mayor from 2017 to 2022. I am a life long resident of Steelton and have seen her go through many ups and downs. We are an old Borough with modern day problems that the Council is not addressing.

What makes you the best candidate for this position?

My experience and knowledge of the Borough and government in general. I have been a life long resident of Steelton and have seen her at her best and at her worst, which is the current situation. The Council continually cancels meetings for a lack of a quorum. Being a Council Member takes more than putting your name on a ballot and winning. You have to be willing to commit your time and effort to the people and the job you were elected to do.

What issues are priorities for you?

Lack of education on exactly what a Council Member or a Mayor has the authority to do or not to do. Lack of responsibility and accountability to residents and landlords for Codes violations. The town is old with modern problems, like parking. It was not built for the amount of vehicles presently in the Borough. Solutions need to be found to address this. Taxpayer dollars need to be spent on important things like infrastructure and maintenance, obtaining qualified employees, and updated equipment for public works and the Police Department first. Economic Development is important but we are a landlocked Borough and we need a strong future development plan in place. Council needs to work on making the Borough a better, more attractive, and safe place to live which is paramount to anything else. How can this be done when the Council cancels so many meetings?

Occupation: Community service liaison

What experiences qualify you to hold this office?

Presently, I hold a Steelton Borough Council seat after being voted in by council on January 17, 2023. I am currently serving on the committees of Police, Fire and EMS, Parks and Recreation, and Neighborhood and Economic Development. I currently work at a neighboring police department as a community service liaison while also implementing a new program. I build rapport with city residents and handle any issues they may have. I also have previous work experience in the healthcare system, insurance, and law enforcement fields which has provided me with valuable skills such as conflict resolution, client communications, relationship management, and leadership. My experiences demonstrate my ability to professionally and productively assist in servicing my communities.

What makes you the best candidate for this position?

I am a lifelong resident of Steelton, PA with a passion for public service. With purposeful action, I will work strategically to uncover, and to discover, a common vision to move us as a community forward. Steelton needs council members who have strong leadership skills and high integrity. I work with humility to find compromise and beneficial solutions, even when in disagreement. I am seeking the privilege of maintaining my current seat to continue to be a fresh voice to advance and elevate my community for the next 4 years and continue to develop relationships with residents and build partnerships with the borough.

What issues are priorities for you?

To ensure that a range of safe, high-quality, affordable, and stable housing options are available in Steelton throughout the community. I want the borough to be a livable place for all.

Hire an excellent borough manager who can effectively manage the day-to-day operations of the Borough government and implement the policy directions of the Steelton Borough Council. Build a better rapport between our police officers, our residents, and other borough employees. A significant priority for me is our children, to create a safe space for them to play, have fun, and have ongoing recreational activities.

Occupation: Realtor

What experiences qualify you to hold this office?

In my role as a local real estate agent, I serve on the Professional Standard Board, where we ensure that realtors uphold ethical standards, act professionally, and adhere to the Fair Housing Act. This experience has taught me to approach matters fairly, consider multiple perspectives, and remain impartial. I believe these skills will serve me well as your Ward 8 commissioner.

What makes you the best candidate for this position?

Over the course of the past 14 years, I have proudly called Ward 8 my home and have been actively involved in the township for the last decade. Through this time, I’ve gained a firsthand understanding of the challenges that our community encounters. I am passionate about introducing innovative ideas to address these challenges and to initiate real, tangible improvements. Your support and vote in this election would be an incredible honor, as together, we can work towards a brighter future for our community.

What issues are priorities for you?

My vision for Ward 8 includes improving our school system, reducing local taxes, fostering small businesses in our area, and ensuring that our tax dollars are wisely invested within the township. As commissioner, I’ll have the opportunity to vote on local laws, manage the budget, influence tax adjustments, mediate neighbor disputes, approve zoning changes, and collaborate with the school district.

Pamela F. Cross

Ticket running on: Democrat

Occupation: Attorney

What experiences qualify you to hold this office?

I have been a dedicated public servant for over 31 years with the Commonwealth of Pennsylvania, having provided legal advice and counsel with excellence and professionalism. I am excited to bring this same dedication and diligence to serve my local community as Commissioner through this great opportunity. I believe that my professional background affords me with the unique skill set and expertise to make a significant difference in Susquehanna Township. Over the course of my career, I served as Assistant Counsel in the Governor’s Office of the Budget where I provided legal guidance throughout the budget process and advised on fiscal matters. I also served as an Assistant Chief Counsel for the Department of General Services providing legal counsel concerning all aspects of government procurement. I most recently served as a Deputy General Counsel for the Governor’s Office of General Counsel where I handled all contract and transactional matters. As a retiree from state government, I am eager to embark on working to ensure that Susquehanna Township continues to be a safe, healthy, and prosperous community.

What makes you the best candidate for this position?

I believe I possess three qualities that make me the best candidate to serve as Commissioner: Commitment, Competence and Character.

Commitment:

I am a 30-year resident of the dynamic and diverse community known as Susquehanna Township and I am committed to supporting and investing in the future of Susquehanna Township for generations to come.

Competence:

My professional background as a government attorney providing legal counsel for over 31 years with the Governor’s Office of General Counsel has afforded me the skill set and expertise needed to make a significant impact in Susquehanna Township.

Character:

I am a dedicated and hard-working individual who is committed to serving my community. I possess the integrity, reliability, and diligence to represent the interests of the citizens of Susquehanna Township. I am a community volunteer for the RCCG Manna Food Bank which provides support and provisions to those in need. I also have a passion for mentoring youth and young professionals as they pursue their destinies.

What issues are priorities for you?

My priorities include continuing to improve our infrastructure, planning land use development effectively, maintaining budgetary efficiency, supporting small businesses, promoting green initiatives, advancing the amenities for our children, investing in recreation for all ages, and ensuring that our community is accessible and inclusive for all residents.

An issue of significant importance within Susquehanna Township is how do we maximize the land we have left for development while also making sure that we are using it in the most equitable way possible while being mindful of environmental sustainability. Finding an equitable balance between commercial and residential development with green spaces and initiatives in mind will be one of my priorities. My first steps in addressing this issue would be to review the Township’s planning and zoning laws, regulations and policies to ensure that they reflect the kind of community we want to have, and then work collaboratively within the Board of Commissioners to make any necessary adjustments so that we can attract appropriate development that maintains the quality of life of the residents of Susquehanna Township and the services that are provided within our community.

Swatara Township Commissioner (4-year, vote for 3)

Betsy Taylor

Ticket running on: Republican

Occupation: Senior Counsel and Director, Government Relations, Highmark Health

What experiences qualify you to hold this office?

I am running for Swatara Township Commissioner because as a 30-year resident and homeowner, I want to keep this township a great place to live and more importantly, I want to leave it better than I found it. I have experience through my career in healthcare in helping elected officials and policy makers solve complex problems – I talk to people who know more than me, I listen, and use data-driven decision-making to develop solutions. I will bring the same process to addressing issues that impact the quality of life of the residents of Swatara Township.

I’ve been actively engaged in supporting a wide range of community organizations and causes, from volunteering for over 20 years at the Highmark Caring Place to serving on the board of St. Stephen’s Episcopal School to being an avid supporter of the Steelton Community Cats Trap/Neuter/Vaccinate/Return (TNVR) program. I also currently serve on the board of the Saint Thomas More Society, and I am a member of the Holy Name of Jesus Catholic Church. I have been blessed through my service to these organizations because they have enabled me to give back and positively impact my community.

What makes you the best candidate for this position?

I am running as a candidate who wants to restore civility and statesmanship into politics. Too many political leaders engage in mudslinging, instead of framing debates as a contest of ideas. We must learn to talk to one another and debate the issues. That’s what I’ve done throughout my career — support common interests by finding the best ideas and solutions. This work can be done respectfully without compromising your core values.

For months, I’ve gone door-to-door in the township to introduce myself and talk with residents to see what’s important to them. Not surprisingly, most people have told me they hate politics. I understand their anger and disappointment with elected officials. I’m just as frustrated as everyone else, which is one of the reasons I’m running for office. What I look for in a candidate is someone who can work with others and solve problems. I am leery of anyone who has endless posts on social media that they don’t have to defend and be accountable for. I don’t trust individuals who make up or “manufacture” disagreement, division, and distrust. We have serious problems, and we need serious people to solve them – not waste time deflecting from a constructive discussion.

We need to expect more of our elected officials, and I will exceed expectations. There’s work to do — I will do it knowing the priority must be to operate in the best interests of the people. What the community needs to do is to investigate the candidates, have an informed opinion on their positions, and most importantly make time to vote. Local government matters … every vote counts!

What issues are priorities for you?

My focus is to keep local government strong and working for the residents of Swatara Township. Federal and state government activities get all the attention, but local government has the greatest impact on our everyday lives.

First, we must keep local decision-making local, especially in areas like zoning and land use planning. I am a current member and have served for many years on the Swatara Township Zoning Hearing Board which has given me firsthand knowledge of how the codes that regulate the use of land and buildings impact both residents and businesses in the township. Second, we must prioritize public safety by ensuring our first responders have the resources they need. We must also restore respect for law and order by appropriately funding our police, providing for their on-going training, promoting activities that strengthen their connection with the community, and ensuring standards-based merit hiring. Lastly, we must treat taxpayer money with the same respect you treat your household budget. Spending must be transparent and accountable to the people.

We must also address the surprising change in American values. A recent Wall Street Journal-NORC poll found that many priorities and core values that helped define the national character for generations are receding in importance to Americans. We need to promote civic values to reinvigorate volunteerism and community involvement which is the foundation to building and maintaining a strong, supportive community. Community service is essential to being a responsible member of society and helps create a sense of belonging and connection with others. To the extent possible, local government should promote opportunities for community engagement.

Occupation: Project manager

What experiences qualify you to hold this office?

I’m a current township commissioner and vice president of the Board of Commissioners, chair of the Stormwater Authority Board, and have previously worked for former Lieutenant Governor Jim Cawley.

I believe these experiences have allowed me to develop a unique understanding of how government works and what we can do to make it better, as well as how the various levels of government can work together to enhance the services we provide.

What makes you the best candidate for this position?

In my time as a commissioner I have built strong relationships within the township and I understand the challenges that residents are currently experiencing. I’ve been able to successfully find innovative ways to overcome these challenges without having to raise taxes and put the burden on taxpayers.

I will continue to fight for the issues that are important to residents and work to find creative solutions to address these items.

What issues are priorities for you?

I believe it is important for us to continue to provide the resources needed for our law enforcement and first responders to keep our communities safe.

Also, with aging infrastructure, we need to continue to find ways to pave roads and mitigate areas of flooding. I’m proud we have made great progress in these areas in my time on the board and I think it needs to continue to be a focus to do more.

Controlling spending and holding the line on taxes has been and will continue to be a priority for me as well.

Occupation: Retired

What experiences qualify you to hold this office?

My community service record spans over 30 years and includes positions wirh government and non-profit agencies. I was the first Democrat to be elected Commissioner in a Swatara Township wide election in 2017.

During my time in office Swatara lowered property taxes and saw a reduction in crime. I was the Chairman of the Public Safety Committee when the Police K9 Program returned to Swatara after many years. Specialized Truck Enforcement, 4 K9 officers, 4 dogs, an ATV and an electric motorcycle were all added during my time on the Board of Commissioners.

I am a former Swatara Township Board of Commissioners President and Vice President. Currently I serve on the Swatara Township Stormwater Authority.

The Swatara Fire-Rescue Service purchased 2 ladder trucks and 2 additional pieces of apparatus at a significant cost savings while I was the Chairman of the Public Safety Committee.

What makes you the best candidate for this position?

My experience and record of producing positive results for the citizens makes me the best candidate for Commissioner.

This will be the second time I came in to office after an administration that saw crime rates rise and the township headed for financial hardship.

With the three candidate team we have assembled we can lead Swatara Township out of the current leadership problems. I will be proud to serve with current Commissioner Shaela Ellis and Fire Chief Shane Steele.

Commissioner Shaela Ellis is a strong advocate for the citizens of Swatara Township.

She is dental hygienist and currently works as a contractor to the State of Pennsylvania. She has worked to improve parks and recreational opportunities in Swatara Township. As the Chairwoman of public works she has worked on several paving and stormwater improvement projects.

Chief Shane Steele, is an engineer with Norfolk Southern Railroad. He is a 20 plus year veteran of the Swatara Township Fire-Rescue Service.

He currently serves as the Fire Chief at the Swatara Fire Station and as an Assistant Fire Chief with Swatara Township Fire-Rescue.

Our team cares about Swatara Township. We have dedicated decades of service to Swatara Township. We have extensive records of service that includes local school PTA/PTO, boards, commissions, public safety, youth sports associations, emergency response, food Relief, disaster relief, community clean-ups and serving those in need.

What issues are priorities for you?

The priority will be to get back to serving the citizens of Swatara Township. The current Board majority is part of a team financed and directed by political operatives and lobbyists.

We need to be fiscally responsible and make public safety a priority. The current board moved away from the Community Policing model that brought about public participation and a measurable reduction in crime. We need to return to the Community Policing model and increase patrolling in our neighborhoods.

We will need to prioritize fiscal responsibility and build up our depleted Capital Reserve funds and improve our credit rating.

The overspending on the oversized Municipal Building will need to be revised. The current board majority has turned a much needed public safety building project in to a 100,000-square-foot administration building.

There are several paving, stormwater, sidewalk and infrastructure projects that have been ignored in the past 2 years. The Capital Improvement Plan has not been followed.

Local government should work fairly for all of the Citizens of Swatara Township. Unfortunately, the current board tends to focus attention and resources in a relatively small portion of the Township.
